Arizona Veterans Memorial Cemetery Expansion – Technical Specifications Summary

This is a comprehensive technical specification document for the Arizona Department of Veterans' Services' Southern Arizona Veterans' Memorial Cemetery Expansion project (PCS-25-061), located in Sierra Vista, Arizona, in Cochise County. The project encompasses a complete cemetery expansion including site preparation, infrastructure development, burial crypt installation, memorial wall construction, landscaping, irrigation systems, and site furnishings. Key project components include the fabrication and installation of precast concrete burial crypts (double-depth lawn crypts), natural stone veneer memorial walls with marble markers, concrete and asphalt paving for roads and pedestrian areas, a complete irrigation system with two-wire decoder controls and rotary sprinklers, site furnishings (benches, flower watering stations, trash receptacles), turfgrass establishment through seeding and sodding, and storm sewer utilities. The specifications detail requirements for over 15 construction divisions encompassing concrete work (cast-in-place and precast), masonry, stone veneration, site improvements, exterior furnishings, planting and irrigation, and utility systems. Bidders are required to submit responses by July 10, 2025, with detailed submittals including shop drawings, product data, samples, testing reports, and manufacturer certifications required throughout the construction process. The contract mandates a preinstallation conference with the Arizona Department of Veterans' Services, Contracting Officer's Representative, and engineer representatives before work commences. Professional licensing requirements include certifications for landscape technicians, arborists, irrigation contractors, and structural engineers, with documented experience on comparable projects required for most specialty trades.

The specifications establish strict quality assurance standards with mandatory mock-ups for natural stone veneer work, functional load testing for burial crypts, and comprehensive field quality control testing for concrete, masonry, irrigation systems, and stormwater utilities. The contractor must guarantee all materials and workmanship against defects for periods ranging from one year for landscape materials to five years for burial crypts, with replacement of defective items at no additional cost to the government. All work must comply with the Build America, Buy America Act (BABA) requirements, ensuring domestic content thresholds for iron, steel, and manufactured products. The project includes a landscape establishment period requiring contractor maintenance and warranty coverage, with final acceptance contingent upon achieving specific performance benchmarks including 98-percent weed-free turfgrass coverage, healthy established plantings, and full operational acceptance of irrigation and utility systems following a 14-day fault-free operational test period. Funding sources derive from U.S. Department of Veterans Affairs through National Cemetery Administration grants, with all materials and labor costs incorporated into the contract pricing structure. The project timeline includes completion of testing and system acceptance before final inspection, with the contractor responsible for all permits, licenses, utility coordination, and compliance with federal, state, and local regulations applicable to cemetery construction and environmental protection.
