About this file

This is a field inspection and protection training document prepared by the National Cemetery Administration for Pre-Placed Crypts (PPCs) installation and quality control at veterans' cemeteries. The document, dated June 29, 2021, provides comprehensive guidance for contractors and cemetery personnel involved in the Southern Arizona Veterans' Memorial Cemetery Expansion project. The training material outlines critical inspection protocols for crypts upon arrival, including fork damage assessment, crack tolerance standards (using a credit card as a reference tool for acceptable crack width), and proper staging procedures on dunnage. Key installation requirements include centering crypts in sloped 3-foot by 8-foot plots to quarter-inch tolerance, securing crypts with rounded pea gravel to prevent movement from vibratory equipment, and using all four anchors when lifting crypt lids. The document emphasizes the importance of verifying correct lid numbering, which is estimated to be incorrect in approximately one in ten installations, and painting identification numbers on the inside wall of lids for Geographic Information System data collection.

The document identifies critical safety and quality control measures that directly impact structural integrity and functionality of crypts. Contractors must avoid collapsed crypt walls by maintaining minimum 10-yard distances from water trucks, concrete trucks, asphalt trucks, hydroseeding trucks, sod trucks, and dump trucks with five-cubic-yard or greater capacity. Soil depth must be probed to 20 to 22 inches including sod, and fill material must be ramped over lids rather than piled directly adjacent to PPC fields. Through-wall cracks require rejection or repair with documentation sent to the NCA Crypt Specialist, while minor cracks less than 0.030 inches wide are acceptable as they engage fiber reinforcement. The document specifies that repairs are prohibited on outside walls along PPC field edges and walls bordering irrigation aisles. Newly installed and backfilled crypts must be protected with temporary fencing, stakes, and high-visibility orange roping, with daily photographic documentation sent to the Crypt Specialist for quality assurance review.

PPC Field Install Inspection & Protection Crypts 101

PPC - PrePlaced Crypts 6/29/2021

Crypts 101 slides to date:

4. Wall Field Repair

National Cemetery Administration

PPC Field Inspection & Protection Crypts arriving on-site

PPC Field Inspection & Protection Check for fork damage. Thru-wall hole cause for rejection.

Dunnage

Crypts unloaded & set in staging area on dunnage preferred.

Check for outside cracks and apply spec tolerances.

Simplistic – credit card doesn’t fit into the crack means acceptable; fiber is doing its job.

PPC Field Inspection & Protection

ALLOWABLE

REJECTABLE

Chalk mark rejected crypts. Precasters not happy with paint.

Bottom line, it is the GC’s crypt until NCA pays for it.

Set crypts centered in sloped 3-ft x 8-ft plots to ¼” tolerance.

Do not allow creep which happens if not set in center of plot.

Aerial view of same.

Lock-in “set” crypts with pea gravel in gaps to stop crawl from vibratory rollers constructing roads adjacent PPC fields.

Rounded pea gravel flows like water into gaps.

Cut-aggregate must be rodded or causes surface issues.

PPC Field Inspection & Protection

Rounded

Cut

To avoid crawling of set PPCs without pea gravel in gaps, stop mini-earthquakes from:

Roller vibration “ON” during adjacent road construction.

Rock pulverizing.

Below absolutely critical!! Estimated one in ten PPC installs have some incorrect lid numbering.

Double check correct numbering with NCA Staff involved.

Wipe lid with rag & immediately paint #. (within seconds) After 1st interment bucket scraping, black lid # paint stays if in lid’s microscopic pores. Tested at WCNC. No red paint.

Use all 4 anchors lifting lids. Anchor won’t connect, reject lid.

Paint # high on inside-wall for GIS data collection.

PPC Field Inspection & Protection

National Cemetery Administration

NO diagonal lid lifting with only two wire ropes

If not vertical, knuckle won’t fit.

During lid lifting to paint inside wall #:

Check inside walls for cracks. Won’t be voids.

Check drainholes “clogging” from thin film of cement.

Recommend test inside-shelf for proper fit every 100 lid lifts.

PPC Field Inspection & Protection

National Cemetery Administration

Thru wall cracks – reject or repair.

Send pics & location to Crypt Specialist

Optionally, verify steel rebar present in lids & perimeter walls.

If rebar lacking, lid “cave-in” failure inevitable during backfill ops.

Inspect for shoved lids during pea gravel install into gaps.

Use rubber track vehicles to avoid shoved lids.

PPC Field Inspection & Protection

National Cemetery Administration

Shoved lid failures

Always ramp in backfill over lids!

Keep tall piles of fill AWAY from PPC field edge! Will collapse crypt walls!

Do NOT allow tall piles over or next to PPC fields during backfilling over lids. Tall piles will collapse crypt walls.

Probe soil depth to lid with rebar to 20” to 22” includes sod.

Affects headstone setting’s vertical stability forever.

Protect newly installed & backfilled PPCs with signage and…

Protect newly installed PPCs with temporary fencing or stakes with roping. High visibility Orange preferred.

Pre-Placed Crypts (PPCs) 101 Again, collapsed walls can happen if:

If watertrucks get within 10 yds of the PPC field

If concrete or asphalt trucks get within 10 yds of a PPC field.

If hydroseeding truck gets within 10 yds of a PPC field.

Ditto sod trucks. Ditto dumptrucks with 5-CY+ capacity.

If any vehicles of this ilk get near or over crypts, walls collapse.

Tall piles collapse crypts. Same as excessive wheel loads.

Send daily crypt install pics to Crypt Specialist so can advise on items of concern such as:

This vehicle will shove lids.

Any exposed rebar rejects lid or crypt. No repairs or patch.

NO two-point lid lifting.

Unsafe and all 4 lid anchors need “fit” check.

OMG, NO!

Send daily crypt install pics to Crypt Specialist so can advise of amazing feats like:

National Cemetery Administration

Expertise required for 10% grade PPC install.

Backfill by conveyor belts.

Like Death & Taxes, concrete cracks cannot be avoided and if minor, can cause zero loss of Structural Integrity & Functionality.

Minor cracks (not thru wall) less than 0.030” width engages fiber reinforcement thus maintains SI&F. Patching with a cement slurry or epoxy caulk is cosmetic.

Prior to any repairs, send pics of damaged crypt(s) with its PPC field location to NCA Crypt Specialist (in Spec 3.6.C) If Major crack repairs (ie..shoved lids) deemed necessary, see “Wall Repair Crypts 101” slides. Yet:

No repairs allowed on outside walls along PPC field edges.

No repairs allowed on walls bordering irrigation isle.

No wall repairs here
