About this file
This is a Current System description document from the Department of General Services Procurement Division regarding Printers and Multi-Functional Devices (Event ID #0000000258). The document outlines the existing mandatory contracts established by RFP DGS 57069 in 2011 for printers and multi-functional devices, which resulted in 18 contract awards to distributors of original equipment manufacturers (OEMs). Multiple awards were possible within categories if the differential between highest scored bidders was within 5 percentage points of the lowest bid, which occurred for Color High Volume Printer and MFD High Volume Ledger printer categories.
The current contract environment includes various printer types ranging from desktop to high-volume units, with Samsung-NWN being the primary vendor across multiple categories. Contract spending varies significantly across categories, from $11,500 for Workgroup AFP Mono Printers to $4.6 million for Work Group Mono Laser Printers. The system allows departments to purchase "off-spec" or non-core equipment with DGS-PD Contract Administrator approval. Notable gaps exist in the current system, with no compliant bidders for all-in-one printers and mobile printers, which are being handled through pre-approved exemptions. The contract includes Small Business and Disabled Veteran Business Enterprise (SB/DVBE) preferences and incentives, and Value Added Services (VAS) were quoted as part of the procurement.

Common configurations were designated within each Printer/Multi-Functional Device. Value Added Services (VAS) was quoted as well.
Departments could purchase “off-spec” or non-core equipment that did not fit precisely into these common configurations or upgrades, yet met or exceeded the specifications. These purchases required approval by the DGS-PD Contract Administrator (DGS CA). Many purchases included specifications or options that varied from the established common specifications. Departments were also allowed to purchase equipment that was outside the scope of the contract with case-by-case approval by the State.
There were no compliant bidders for all-in-one printers. All-in-one printers are currently being purchased through pre-approved exemptions. The same is true for mobile printers.
There were Small Business and Disabled Veteran Business Enterprise (SB/DVBE) preferences and incentives.
