Attachment 8 - Go/No-Go Factor Response Form All Offerors are to submit a Go/No-Go factor response form to receive eligibility to participate in the Securities and Exchange Commission (SEC) Information Support Services (ISS) Request for Proposal (RFP).
Offerors are to submit their response to the Go/No-Go factors form by TBD. Offerors shall clearly identify the information provided in its response satisfies the Go/No-Go factors listed in this form. The Offerors should provide sufficient supporting data on how they meet the Go/No-Go factors.
The Go/No-Go factors form shall be submitted via e-mail, to ISS_Industry_Day@sec.gov.
The Government will then determine eligibility for each Offeror and notify each Offeror of their eligibility to participate in the RFP process by TBD.

Factor 1 – Contract Experience
The Prime Offeror must have successfully completed at least two (2) separate Federal contracts, and each of the contracts must meet the following criteria:
1. Must have completed at least three (3) years of contract performance prior to proposal due date
2. Contract must be active or completed within three (3) years prior to proposal due date
3. Offeror must have total executed and invoiced annual revenue of at least $30 million in labor for each of the past three (3) years of the contract
4. Offeror must have delivered Infrastructure Support Services, as defined in Section C.5

Factor 2 – Prime Experience
The Prime must have completed at least five (5) years of experience as a Prime contractor across one or more Federal contract(s) in the past seven (7) years (from the proposal due date) and meet the following criteria:
1. Experience must be as the Prime Contractor of a federal contract
2. Experience must be within the past seven (7) years from the proposal due date
3. Experience can be from one or multiple contracts as the Prime, but experience during periods in which contracts were running concurrently counts towards the experience requirement only one time. For example, if experience was gained for one year on two separate contracts running concurrently for that year, that would count as one year of experience, not two.

Factor 3 – Relevant Revenue
In the Prime’s three most recent full fiscal years prior to the proposal due date, the Prime must have derived the majority (greater than 50%) of its revenue from the delivery of Infrastructure Support Services, as defined in Section C.5.
