1. DEFINITIONS AND ACRONYMS
1.1. Definitions
1.1.1. Common Services. includes support to the SEC OIT management personnel, which encompass tasks such as, Asset Management, Transition Support, Other Projects and Operational Support, Audit Remediation, eDiscovery, Infrastructure Delivery Management, and Overarching Process Support. Please see section C.5.4 of the RFP for additional details.
1.1.2. Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
1.1.3. Contracting Officer (CO). A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the government. The only individual who can legally bind the government.
1.1.4. Contracting Officer Representative (COR). An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
1.1.5. Defective Service. A service output that does not meet the standard of performance associated within the defined Service Levels.
1.1.6. Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
1.1.7. Enterprise Architecture. Enterprise Architecture includes Enterprise Engineering services, Preproduction Environment support, and Testing and Development support. Enterprise Architecture provides support services that supply specific engineered solutions and pertinent planning documentation on all aspects of the SEC IT Infrastructure Architecture. Please see section C.5.3 of the RFP for additional details.
1.1.8. Enterprise Infrastructure. Enterprise Infrastructure provides support services that entail data center management, server and storage support, network administration, and system administration. Additionally, Enterprise Infrastructure monitors and oversees the operations of the IT hardware, software, and facility infrastructure within the SEC Data Centers, all LAN Closets, Data Closets, and Server Rooms in the Washington D.C. metropolitan area, regional offices, satellite offices, and continuity sites. Please see section C.5.2 of the RFP for additional details.
1.1.9. Enterprise Operations. Enterprise Operations provides support services that entail incident and request management, executive users support, regional field office support, NOC management and monitoring, access control, technology deployment and refresh, computer imaging, and administration of the SEC’s Service Management system. They further research, develop, and implement new technologies to satisfy business requirements in an effective and efficient way. Please see section C.5.1 of the RFP for additional details.
1.1.10. Key Personnel. Contractor personnel that are evaluated in a source selection process will be required to be used in the performance of a contract by the Key Personnel listed in the Statement of Work (SOW). When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
1.1.11. Phase-in/Phase-out. An Exit Transition Plan that shall identify transition support activities for all transition efforts for follow-on requirements to minimize disruption of services.
1.1.12. Physical Security. Actions that prevent the loss or damage of government property.
1.1.X. Point of Contact: will be a senior person from the key personnel specified in Section 6010.01 as the point of contact during normal business hours. The POC may be the Program Manager but the POC must have some contracting knowledge. The POC or designee shall have the authority to direct personnel and shall be accountable to the directions of the COR
1.1.8. Quality Assurance. The government’s procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
1.1.9. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
1.1.10. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
1.1.11. Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privy of contract with the subcontractor.
