1352.215-70 Proposal Preparation.
L–1 SPECIAL NOTICE TO OFFERORS
The Government may evaluate proposals and award a contract without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a technical and price standpoint.
The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
L–1.1 Failure to submit any of the information requested by this solicitation may be cause for unfavorable consideration.
L–1.2 Upon receipt, all proposals become Government property. After contract award, the unsuccessful offerors will be required to return to the Government all information, data, drawings, specifications, etc., provided to the offerors by the Government.
L–1.3 Pre-Bid / Pre-Proposal Conference and Site Visit. The Government is planning a pre-proposal conference during which potential contractors may obtain a better understanding of the work required.
Offerors are strongly urged to visit this site during the conference to fully inform themselves about the location and conditions under which the work is to be performed.
Offerors are encouraged to submit all questions in writing at least 5 calendar days prior to the conference.
Questions will be considered at any time prior to, or during, the conference; however, offerors will be asked to confirm verbal questions in writing. All questions shall be submitted within 5 business days of the Pre-Bid / Pre-Proposal Conference and Site Visit. Questions submitted after the deadline may be answered if determined to be in the Government’s best interest. Subsequent to the conference an amendment containing an abstract of the questions and answers, and a list of attendees, will be posted on FedBizOpps.gov.
In order to facilitate conference preparations and be permitted access to the NIST Gaithersburg Campus, it is requested that the Government POC Timothy Karol be contacted at timothy.karol@nist.gov and advised of the following for each person attending.
1. Name (First and Last)
2. Country of Citizenship
3. If not a U.S. citizen, if they are a U.S. Permanent Resident
Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment. It is the responsibility of each offeror, prior to proposing, to seek clarification of any ambiguity created by amendment of the solicitation.
The conference will be held:
Date: April 29th 2014 Time: 09:00am Eastern time Location: Meet at Building 101 Room Red Auditorium
After the initial description of the services required and a review of the solicitation, the offerors will be shown a representative sample of buildings on the NIST campus. Please note that the site visit will NOT include all of the buildings included in the SOW.

The welders shall have at least 8 years’ experience as certified welders. Provide resumes of the welders. Clearly note in the resume the period the employee was certified with beginning and end dates of certification. ASME certificates shall be submitted for each certified welder.
(E) Evaluation Factor 5- Past Performance Information for this factor will be obtained from points-of-contact provided under the past experience portion of the proposal. The Government may use other information that is readily available to determine an offeror’s past performance.
(F) Evaluation Factor 6 – Price The offeror shall complete the Pricing Worksheet for SB1341-14-RP-0017 in its entirety. The offeror shall complete cells D4:D29 and H9:14, H17:19, H24, H26, and H28 only. The evaluated price will calculate automatically. The offeror is responsible to ensure that their submitted prices are calculated corrected by the Excel Pricing Worksheet.
The Pricing Worksheet contains one CLIN for the base requirement and one option CLIN for each building the Government anticipates exercising in Fiscal Year 2014. The Pricing Worksheet contains two CLINs for each building the Government has not yet determined which fiscal year it may exercise the options. This permits the Government to exercise options in the fiscal year in which funding is sufficient and to permit the offeror to submit pricing based on the fiscal year the Government would exercise the option. As there are CLINs with identical work and only different fiscal years in which they may be exercised, the Government may exercise only one CLIN per building.
The Evaluated Price used in the source selection is the sum of CLIN 0001 (base requirement), CLIN 0002 (Health & Safety Plan), CLINs 0003, 0004, 0005, 0006, 0007, 0008, 0009, and the averages of CLIN 0010 & 0024, CLIN 0011 & 0025, CLIN 0012 & 0026, CLIN 0013 & 0027, CLIN 0014 & 0028, CLIN 0015 & 0029, CLIN 0016 & 0030, CLIN 0017 & 0031, CLIN 0018 & 0032, CLIN 0019 & 0033, CLIN 0020 & 0034, CLIN 0021 & 0035, CLIN 0022 & 0036, and CLIN 0023 & 0037.
Please note that for buildings in which there are two CLINs, one for each fiscal year, the evaluated prices are the average of those two fiscal year prices. This is done so as to not overweight the importance of the buildings which have two prices, one for each fiscal year, in comparison to the buildings which have only one price.
No pricing other than the Pricing Worksheet shall be submitted.
