1.5 PHASED CONSTRUCTION

1. The Project will be done per contract line item. When a utility outage is needed it will be scheduled on a weekend as noted within this specification.

2. Utility outages will be scheduled throughout the year by the COR as available for the contractor to perform his contract work. There will be no steam and condensate outages provided to the contractor from Dec. 1st through Mar. 1st

3. These outage periods generally are scheduled for fixed weekends every 90 days for every building. The contractor will request in writing for an outage 40 days in advance off the listing available from the COR.

4. Before commencing work of each contract CLIN, submit an updated copy of the Contractor's construction schedule showing the sequence, commencement and completion dates for all phases of the Work.

SUMMARY 011000 - 3

5. Once every 90 days, NIST will allot the contractor only one

6. Based upon the number of buildings available on an outage, the contractor shall determine what buildings the contractor desires to work during that outage.

steam and condensate outages per building to perform contract work. No additional outages will be allotted to the contractor for that building over the life of the contract.

7. The contractor will be given no more than five (5) buildings in a given weekend per outage. If the contractor can’t accomplish the work during this given period of an outage, the contractor will have to wait 90 additional days before he is allowed access to complete his work.

8. For Building 215- Advance Measurement Lab Building, the Government will instruct the contractor the date the building will be made available after the contract CLIN is awarded for Building 215. The contractor will receive at a minimum of 40 days notice prior to schedule outage for this building.

9. On any given weekend, the outage will start on Friday at 5:00 PM.

a. The contractor will not be permitted to start his work on the hot/wet lines until Saturday at 6:00 AM of that weekend outage.

b. The contractor has until Sunday of that weekend at 12:01 PM to finish his work and start pressurizing the steam and chilled water lines.

c. The contractor shall give the COR five (5) hours’ notice when the building is requested to be re-pressurized.

d. The contractor will remain on site until the COR releases the contractor that the steam, condensate returns and chilled water have been restored successfully to the building.

The contractor with his crew shall wait up to 2-hours after the pipes have been pressurized.

e. All testing shall be completed prior to the line being pressurized that would necessitate a second outage.

10. FIRST PAHASE –

BASE BID BUILDINGS:

a. Under base bid, the contractor shall work on four (4) buildings 236, 301, 303, 312.

Refer to the contract for the period of performance for these base bid buildings.

b. The contractor shall work on Building 301 first

a. Until Building 301 is fully accepted to include meters installation, computer configuration, network communication, and data storage and retrieval on the network, the contractor will not be permitted to work on other contract work outside of Building 301.

as a test bed.

SUMMARY 011000 - 4

b. When the COR accepts Building 301, the COR will release the remaining base bid and any other option awarded buildings to the contractor to start construction.

c. The period of performance includes Building 301 test bed performance by the contractor. No additional time will be allotted to the contractor for the remaining base bid buildings.

11. OPTION BID –

Subsequent Phases:

CLINS for other buildings may be selected randomly and may not follow the order listed in the contract.

12. The work done under option pricing may include one or more buildings being awarded at any given time. The contractor will not be permitted to construct more than five (5) buildings at any given phase

. The contractor regardless of how many buildings were awarded will not be permitted to work in more than five buildings concurrently. Once a building is fully accepted by the COR, the contractor will be authorized to work in another contract awarded building.

1.6 SPECIFICATION AND DRAWING CONVENTIONS

A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

B. Division 01 general requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

C. Drawing Coordination: Requirements for materials and products identified on the Drawings are described in detail in the Specifications. One or more of the following are used on the Drawings to identify materials and products:
