(a) General Instructions. The words “proposal” and “quotation” are used interchangeably.

Proposals are expected to conform to solicitation provisions and be prepared in accordance with this section.

(b) Overall Arrangement of Proposal.

(1) VOLUME I - BUSINESS PROPOSAL

(i) Volume I, Business Proposal, consists of the actual offer to enter into a contract to perform the desired work. It also includes required representations, certifications, and acknowledgments, and any other required administrative information.

(ii) Format and Content. Volume I, Business Proposal, shall include the following documents (in the order listed):

(A) Proposal Form:

(1) Use of the Form - The Proposal Form (Standard Form 1449), is to be executed fully and used as the cover sheet (or first page) of Volume I.

(2) Acceptance Period - The acceptance period entered on the Proposal Form by the Offeror shall not be less than that prescribed in the solicitation, which shall apply if no other period is offered.

(3) Signature Authority - The person signing the Proposal Form must have the authority to commit the Offeror to all of the provisions of the proposal, fully recognizing that the Government has the right, by terms of the Solicitation, to make an award without discussion if it so elects.

(2) VOLUME II - TECHNICAL PROPOSAL

(i) General. Volume II, technical proposal, consists of the Offeror's proposal delineating its capabilities and how it intends to perform contract requirements. The technical proposal will be evaluated in accord with the evaluation criteria. The technical proposal must be typed, not exceeding 50 pages. Any pages in excess of 50 pages will be disregarded, and will not be included in the proposal evaluation. Failure of the Offeror to comply with the page limitations, resulting in the excess pages not being evaluated, shall not constitute grounds for a protest.

(A) Evaluation Factor 1 - Technical Approach/Capability

Each Offeror shall describe their technical approach to complete services for all three scenario tasks in attachment 5- Scenarios. In all three sample task order scenarios, the Offeror shall also declare that either: 1) they elect to use only original equipment manufacturer (OEM) parts, or 2) they elect to use substitute equivalent parts in execution of this contract. Failure to make a declaration or provide sufficient supporting documentation may result in disqualification of the Offeror. If the Offeror elects to use only OEM parts, the Offeror shall provide a letter from the OEM (Valmont Microflect) stating the OEM’s warranties and that the OEM will sell parts to the Offeror. If the Offeror elects to use other than OEM parts, the Offeror shall provide sufficient technical documentation to fully specify any OEM part(s) to be substituted and a clear description of the warranty that they will provide on workmanship and material defects.

Offers shall include a clear description of all warranties that they will provide. Warranties shall cover materials, workmanship and paint jobs required by task orders. All OEM’s warranties shall pass through the selected contractor.

(B) Evaluation Factor 2 - Technical Experience

The Offeror’s quotation shall provide a detailed description of their technical experience to include experience of personnel proposed to work on the contract that will be evaluated to determine their ability to perform their proposed duties. The Offeror shall provide information that demonstrates a level of applicable experience with equipment listed in the Performance Work Statement. Resumes for each of the key personnel shall be submitted, and they shall contain, at a minimum, information on relevant work experience as it relates to the current effort, and if applicable, scientific or technical accomplishments. Names, email addresses, and telephone numbers for each identified personnel shall be included to fill in CAR clause 1352.237-75. For any effort to be subcontracted, the Offeror shall provide a copy of the commitment letter from the proposed subcontractor.

(C) Evaluation Factor 3 – Staff Management Plan (SMP)

The Offeror shall provide a staff management plan on how they will effectively manage and staff task orders for various sites, including outside the Continental United States locations, listed in Attachment 3 and unplanned urgent task orders. The SMP shall also include a contingency plan that describes the Offeror’s intention and ability to maintain all required services in the event of a staff shortage for any reason. Due to the number of site locations in various locations, the staff management plan should address how the Offeror plans to manage travel expenses. The contractor shall be responsible for arrangements such as airline, hotel, and car rental reservations.

(D) Evaluation Factor 4 - Past Performance

Offerors shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts, within approximately the past 3 years from the date of this solicitation that is of the same or similar scope, magnitude, and complexity to that which is described in the PWS. The Offeror shall provide a list of no more than 3 current/previous contract performance references that includes: contract numbers, points of contact with valid telephone numbers and email addresses, periods of performance, role on the contract (prime or subcontractor), and other relevant information. Offerors may provide information on problems encountered on the identified contracts and the Offeror’s corrective actions. Past performance of a similar scope, magnitude, and complexity that demonstrates a minimum of satisfactory or higher by all considered sources will be found technically acceptable; however, past performance reports indicating greater than satisfactory may be deemed a better value to the Government. In the case the Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will receive a neutral past performance rating.

(3) VOLUME III – Price

The Offeror(s) shall complete RFQ Attachment 6– Pricing Labor Categories Scenarios as part of their price quotation. The Offeror(s) shall complete all information.

Pricing for the length of the contract and shall contain direct labor categories required for these efforts with fully burdened hourly rates for each category. A fully burdened hourly rate includes but is not limited to the hourly wage rate, fringe benefits, and all associated overhead(s), general and administrative expenses, and profit.

Pricing for the three scenarios and shall contain a labor mix, number of labor hours, and material cost for the three (3) evaluation scenarios. Pricing information shall include any estimated travel related costs.

The Government expects that this contract will be awarded based upon adequate price competition. However, in order to determine that offered prices are fair and reasonable, the Government reserves the right to request that the Offeror to provide cost breakdowns to support proposed prices. Information to support unit prices should include, but not be limited to, the following:

(A) Salary/wage information with associated payroll expenses, for personnel to be used in performance of the contract;

(B) Cost for equipment, supplies, and consumable materials;

(C) A breakout of related support costs, such as equipment maintenance, rental, transportation, etc;

(D) Overhead costs;
