Additional Q&As
1. Given that this contract will include cost-plus tasks, can the government confirm whether a bidder must have an approved DCAA accounting system at the time of bid.
In the final RFP, see Section L.9 (section E).
2. This bullet states that the Total Compensation Plan shall be submitted in Volume II. However, there are is no guidance in Section L.5. - Volume II as to which Factor this should be included. Where should the Total Compensation Plan be included in Volume II? Reference: pg. 127/ L.3.4 – bullet 3 In the final RFP, see Section L.5.1.3(c).
3. Is the Total Compensation Plan submitted in Volume II excluded from the Volume II page count? Reference: pg. 127/ L.3.4 – bullet 3 Yes.
4. Will there be plug numbers identified for non-labor costs such as telecom lease costs, hardware warranty cost, Software licensing costs, etc or is each respondent to bid these separately? Reference: Factor 4-Cost/Price, General pg 138 In the final RFP, see Section L.7.1.10, and instruction 19 in the Task Order solicitation’s pricing instructions.
5. In cases where, as noted in the PWS, SME's are required from other vendors to assist with specific problems in the enterprise, the contractor will not be allowed to pay an hourly rate higher than that the contractor has previously negotiated? Reference: RFP B-4.o In the final RFP, see Sections B.4(k), B.4(o), B.4(r), and B.14(b).
6. Which wage determination should be used for pricing the SCA applicable labor categories? Reference: L.7 In the final RFP, see Section B.13(a).
7. Will the government reimburse overtime of the OCONUS overtime eligible workforce for hours worked over 40 when the local labor law dictates overtime be paid over 40 hours instead of 48? Reference: B.9 In the final RFP, see Section B.9.
8. Service Contract Act (SCA) position wages can be escalated as part of the IDIQ normal escalation formula; is this acceptable to the Government? Reference: pg 147/#57 In the final RFP, see Section B.13(a).
9. Provisional Billing Rate (PBR) supporting info is requested. Most small Hubzone companies while compliant, are not DCAA approved. Will a letter of compliant systems (from a major Public Accounting firm) and a narrative of the burden rate methodology satisfy this requirement? Reference: pg 148/#63 In the final RFP, see Section L.7.2.65.
10. In Tab 6 IDIQ Prices at the top of the table there is a label and hours/formulas for 40 hour work week by labor cat. In cell N44 there is a title for 48 hour work week but no hours, formulas or job titles? Please clarify the Government's intent. Reference: Tab 6 In the final RFP, see Pricing Table 6.
11. The instruction directs the offeror to multiply the Direct Costs by the "ceiling" rates in Tab 3. Shouldn't this be multiplied by the Tab 2 provisional rates? Please clarify the Government's intent. Reference: pg 143/L7/#27 No. Multiplying by the applicable ceiling indirect cost rates proposed in Pricing Table 3 is correct. The Government wishes to see the maximum indirect costs that it would pay if the given situation came to fruition.
12. Tab 9 appears to be an answer worksheet (Labor and ODCs by PWS line item). Will there be a worksheet provided for the more detailed answer development or is the offeror to develop their own detailed solution worksheet? Reference: Tab 9 Pricing Table 9 is intended to be a summary spreadsheet for the task order proposal. Pursuant to RFP Section L.7.2.4, Detail Pricing Tables, including ones supporting Pricing Table 9, shall be provided and completed by the offerors.
13. This item asks for details of estimated travel costs. Item "C" asks for the applicable "Ceiling" burden rate. Should this be the Tab 2 Provisional Rates as opposed to the Tab 3 Ceiling Rate? Reference L7/#46/PG 146 No. Multiplying by the applicable ceiling indirect cost rates proposed in Pricing Table 3 is correct. The Government wishes to see the maximum indirect costs that it would pay if the given situation came to fruition.
14. What burden rates should be used in Tab 5; the Tab 3 Ceiling Rates or the Tab 2 Provisional Rates? Reference: Tab 5 In developing their fixed fully-loaded hourly labor rates proposed in Pricing Table 5, offerors may propose applicable indirect cost rates of their choosing.
15. This item asks for details of estimated travel costs. This item indicates we should provide a fee percentage and dollar amount. Are burdens/fees permitted on Travel and ODCs? Reference L7/#46/PG 146 At the task order level, the Government intends to compensate the Contractor for allowable indirect costs and a reasonable profit/fee associated with direct travel costs and other direct costs. The type of task order (e.g., firm-fixed-price, cost-plus-fixed-fee) will dictate the specific payment arrangement.
16. Provisional Billing Rate supporting information is requested. The text indicates the ICE model is a preferred method of showing cost buildup and burden calculations. Is it acceptable if in the narrative and in a spreadsheet the complete logic of the computation process is provided without the ICE model? Reference: pg 148/#63 If an offeror cannot satisfy any letter between “a” and “e” in Section L.7.2.65 in the final RFP, then it shall submit letter “f,” which is an identification of the indirect cost pools and respective allocation bases, and breakdown of the cost elements/costs comprising such pools and bases. While the Government prefers the format described in “f,” it will accept another format that clearly satisfies the identification and breakdown, respectively, that is required in “f.”
17. This item asks for details of estimated travel costs. Will the Government stand by the number provided for this entry or will additional detail be provided? Reference: pg 146/L7/#46 In the final RFP, see Sections L.7.1.10 and L.7.2.49. No additional detail will be provided.
