| Question/Clarification Requested | Reference | INL/A Answer/Clarification |
| Table L.3.1 lists sections for Volume VI that are different and inconsistent with the content instructions for Volume VI found in L.9.0. Should offerors (a) ignore one of the two instruction sets or (b) combine them? | Table L.3.1/L 9.0 | Refer to revised Table L.3.1 per Amendment 001. |
| Sections L.5 thru L.9, M.10 and M.11 give different “Factor” and “Sub-Factor” designations or labels to sections, and sometimes different numeric designations to those factors. For example, L.6 labels Volume III, Past Performance as “Factor 3,” but M.10 labels Past Performance as an “Other Factor.” Because section M.10 appears to present the most complete and logical listing of “Factors,” may offerors assume that the factor labels in section M.10 take precedence and simply disregard any other conflicting references? | Sections L & M.10 | Do not disregard any factors references. Section L explains the “Technical Factors” and “Past Performance and Price” are listed as other factors because they are being evaluated separately from Technical Factors. |
| Should reference to “key personnel identified in H.15” be changed to refer to “H.17”? | Section L.5.1.3, 1, a | Key personnel should be referenced in H.17 instead of H.15. |
| Please confirm that the following items are excluded from the page count: |
• Cover Page/Title Page
• Table of Contents [in each volume]
• Table of Figures/Exhibits [in each volume]
• Master Table of Contents [in Executive Summary]
• Glossary of Abbreviations and Acronyms [in each volume]
• Cross-reference matrix (if provided)
• Resumes
• Letters of Commitment
• Quality Assurance Surveillance Plan (QASP) Examples/Samples
• Total Compensation Plan (included with Volume II)
| Section L.3.2, Page Limitations | All pages will be included in the page count and page limits increased. Refer to revised Table L.3.1 per Amendment 001. | |
| Please remove the page limit for the past performance volume or increase the limit to a number which can accommodate the content instructions. If, hypothetically, an offeror has 1 to 4 subcontractors on its team, then that offeror will be required to submit between 6 and 15 past performance references within the 7 page limit. Each PP reference must, in turn, be responsive to the government’s nine content items including “brief description of the work, including responsibilities;” “comparison to the work required under this solicitation;” “ Brief discussion of any technical problems and their resolutions;” and “ Brief discussion of all terminations (partial or complete) and type (convenience or default) as well as any deficiency notices, show cause notices or cure notices (provide explanatory details)” for every PP reference. Considering the content mandates for the PP volume, it seems that a more realistic page limit might be 2-3 pages per PP reference, together with the assumption that an offeror may have multiple subcontractors. | Table L.3.1, entry for Volume III, Past Performance | All pages will be included in the page count and page limits increased. Refer to revised table L.3.1 as per Amendment 001. |
| Although the proposal instruction describing commitment letters in L.5.1.3 / 1, b) does not require salary information to be included in the commitment letter, an earlier reference in L.3.4 refers to salary data in commitment letters as being a requirement. |
Since these references seem contradictory, and since such salary information is already included in the Total Compensation Plan as a separate attachment to Volume II, we request that the reference to commitment letters be removed from L.3.4.
| Section L.3.4 Cost or Pricing Information – Commitment Letter | All cost or pricing information shall be addressed only in the Price Proposal (Volume IV), except as noted in revised L.3.4. See Amendment 001. | |
| Does the offeror’s deadline for issuing past performance questionnaires (PPQs) to references coincide with the proposal deadline or does the government request PPQ issuance to references at an earlier date? | Section L.6 and Attachment J.14 | Yes, the deadline for past performance coincides with the proposal deadline. |
| Would the government be willing to provide an electronically editable version of the Past Performance Questionnaire? | Attachment J.14 | No. |

| The 7-page limitation for past performance is a significant constraint to Industry teams to adequately demonstrate past performance. Given the information required by Section L for each project (project summary information and consent letter (J.19)), it is not possible to provide the required information in the 7-page limit just for the Prime Contractor’s 3 projects let alone any subcontractors. Will the Government please amend the RFQ to adjust the page restrictions to 2 pages per project referenced and exclude the J.19 Consent Letter from the page count? | Section L.6: Past Performance | All pages will be included in the page count and page limits increased. Refer to revised Table L.3.1 as per Amendment 001. |
| Attachment J11 does not include all key personnel minimum requirements. For example, the Project Manager is not listed in this table. Please modify J11 to include all key personnel minimum requirements. | Attachment J.11 | Refer to revised Table L.3.1 as per Amendment 001. |

| The second paragraph of the attachment states that: “Any questions may be directed to <insert name, title, phone number and fax number for the offeror’s POC>.” Can the Government please clarify if the “offeror’s POC” pertains to the prime offeror submitting the proposal OR the company to which the reference belongs (e.g., subcontractor POC)? | Attachment J.20 | It pertains to the company to which the reference belongs. |
| The 4th paragraph states: “Past Performance and experience similar in nature by the prime and/or partners (vendors, subcontractors) conducted similar services performed in OCONUS locations, complexity, technology, and contract scope.” This statement seems to have been truncated inadvertently. Will the Government please provide the missing information? | Section L.6: Past Performance | There is no missing information. |

Section M.11 paragraph A.1.(d) indicates that the proposed QASP will be evaluated which seems to imply the need for an entire QASP. Please clarify if offerors are supposed to provide an entire QASP, a summary of the QASP, or a sample QASP. | Section L.3.1: General | Please provide a QASP where instructed in sections L.5.1. That QASP will be evaluated as stated in section M.11. Refer to revised Table L.3.1 as per Amendment 001. |

| Due to the large volume of questions that are being submitted for this RFP and the tight timeframe between the due date of questions and the RFP due date we are concerned that the government may not have enough time to adequately answer the questions. Because of this, we would recommend that the government extend the RFP due date by not more than 2 weeks (August 20th) | No extention will be granted this time. | |
| Will the government allow relevant years of experience in lieu of a degree for proposed personnel? | Yes, refer to updated J.11 as per Amendment 001. | |

| Page 121 Section L.6 requests "number of personnel employed by contract year per labor category." Our intended past performance references include task orders with up to 80 labor categories. It would be impossible to list the number of personnel employed by contract year per labor category for three years for that individual past performance reference alone in less than 7 pages. Furthermore, some of the Past Performance references are FFP contracts that do not have contractually defined labor categories. Therefore we request that labor category mix per year be eliminated as a requirement for past performance. | Section L.6, pg 121 | If its not applicable so state and briefly explain. | |
| Page 121 Section L.6. Some subcontractor labor category mix information requested in section L.6 could be considered proprietary. Would it be acceptable for subcontractors to submit past performance information in a separate sealed package? | Section L.6, pg 121 | Yes | |
| Page 139 Section M.10 states “The Government’s evaluation of Technical Factors “1” and “2” and Management Factors “1” and “2” will be based on the offerors’ respective responses to the Sample Task Order Performance Work Statement (Attachment J.1). Evaluation of Management Factor “1” (Program Management) will be based on the offeror’s proposed plan for overall management of the IDIQ contract.” This statement is contradictory, as it states Management Factor 1 will be based on Sample Task Order Performance Work Statement (Attachment J.1) and for overall management of the IDIQ contract. Please clarify. | Section M.10, pg 139 | The Government’s evaluation of Technical Factors and Management Factors will be based on the offerors’ respective responses to the Sample Task Order Performance Work Statement (Attachment J.1).
