This amendment (A-001) incorporates changes/revisions to this solicitation as outlined in the Summary of Changes/Revisions noted in the following pages.
Except at provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

1. Under Section B- SUPPLIES OR SERVICES AND PRICES/COSTS
a. Section B.13.a. is deleted in its entirety and replaced with the following:
“a) The OCONUS portions of this contract are not subject to the Service Contract Act (SCA) of 1965, as amended (41 U.S.C 351, et seq.), because the principal purpose of the contract is not to furnish services in the United States through the use of service employees.”
2. Under Section J – List of Attachments
a. Attachment J.5 Pricing Tables is deleted in its entirety and replaced with the attached Attachment J.5 Pricing Tables (corrects cell references located on Tabs 5 and 6).
3. Under Section L – INFORMATION TO OFFERORS AND INSTRUCTIONS FOR PROPOSAL PREPARATION
a. Section L.7.1.9 is deleted in its entirety and replaced with the following:
“9) The provision at Department of State Acquisition Regulation (DOSAR) 652.228-70 (Defense Base Act - Covered Contractor Employees) will be completed at the task order level.”
4. Under Section M – EVALUATION FACTORS FOR AWARD
a. M.5 ELIGIBILITY FOR AWARD is deleted in its entirety and replaced with the following:
“M.5 ELIGIBILITY FOR AWARD
To be eligible for award, offerors are required to meet all solicitation requirements, including the non- price and price instructions in Section L. Failure to comply with all solicitation requirements may result in the offeror being removed from award consideration.
Additionally, the Government will reject, without consideration of past performance or price, any proposal that has been rated “Unacceptable” under any “Technical,” “Management,” or “Key Personnel/Staffing” factor. Such proposal is considered technically unacceptable.
The Government will also reject any proposal whose offeror is determined not responsible. The determination of offeror responsibility will be issued on a pass/fail basis. The Government will make its determination of offeror responsibility in accordance with:
1. FAR subpart 9.1 (Responsible Prospective Contractors) by using information provided in the Business Proposal (Volume VI) and information available from other sources.
The Government reserves the right to determine the responsibility of prospective subcontractors.”
5. All other terms and conditions remain unchanged.
