No. Cat. RFP Section#, Title, & Page Question Responses

58 Tech Attachment III, Pg 6 Establish

Record of Property

The Contractor is trying to understand the DAISY system. Please respond to the following questions:

a. Will the Government provide a screen shot of input into this DAISY system?

b. Will the Government provide sample DAISY reports and format (csv, PDF, etc) for system outputs?

c. Will the Government provide a user’s manual for this DAISY system?

DAISY is the US military's automated property management/tracking system which will not be used under the BLiSS contract. The State

Department's Integrated Logistics Management

System (ILMS) will be used by the contractor to track STATE property. GFE property operated by the BLiSS contractor can be tracked in a system designed by the contractor. Note: Exh A.1 Attch 5B is provided for informational purpose only.

70 Tech RFP Sections B-M, Section B.7.2.a Table of fuel requirements – several locations on this table do not reflect actual storage capabilities at the site. Along with consumption, storage is a key data point for determining schedule of fuel deliveries to each site. Will the Government please provide us with the actual storage quantities at each site, as well as type of storage

(bag, fixed tank, bowser, etc.)?

Another contractor manages the fuel on each site and therefore information regarding the various storage quantities and containers is not needed by the BLiSS contractor.

82 ADMIN Section B.12, CEILING INDIRECT

COST RATES, subparagraph b), pages 10 and 11; and Section

L.16.2.1, PRICE PROPOSAL

INFORMATION, subparagraph 3), Please clarify the Government’s intent concerning ceiling rates. By including the column in the table labeled “Contractor Fiscal Year Period”, is the

Government allowing offerors to propose indirect cost ceiling rates that may change from one contractor fiscal year to another? Alternatively, we request that the Government delete the requirement to price ceiling rates as this places too much financial risk on the contractor.

Yes. Offforers are requested to propose ceiling rates for each option years. Ceiling rates ensure the total potential cost risk exposure to the

Government is established for each Offeror's proposal.

103 Tech Section J, Attachment 5 and Tech

Exhibits Attachment III TE-5 "Sales"

Paragraph g "Proceeds" (multiple)

The RFP states that "Offerors must outline in their proposals how they will conduct and enhance the sale of scrap and other property to achieve the highest revenue and show how its overall offer for this contract was reduced based on these anticipated sales." Is DOS looking for the contractor to resell scrap as provided in Section J, Attach 5? It was stated during the site visit that there will be no reselling of scrap or other property.

Would the Government please clarify.

Based on current working conditions and current restrictions imposed by the government of Iraq, there is no expectation at this time that the BLiSS contractor will be able to resell scrap. Therefore there is no requirement for offerors to outline in their proposals how they will conduct and enhance the sales of scrap. All scrap is picked up by the

Ministry of Industry and Minerals (MIM) - Please see more detail in Question #267.

105 Tech RFP and Section J (multiple) There were several workload indicators that were provided at the site visit, e.g., airfield sweeping would be done twice a day, that are not provided in the RFP and SOOs. Will the Government be providing workload data?

For airfield sweeping, see Q 244 below. Workload data is only provided as in the RFP.

114 Tech APLs - Attachment II and Tech

Exhibits Attachment III TE-5 "Sales"

Paragraph h "Through-put"

Under High Priority Performance Metrics - Yard

Utilization, the RFP states that the Standard is

60% and the Performance Goal is 100%. The RFP also states that "Failure to remove property via sales or other means that result in significant impact on DRMO operations will be considered a contract breach." Would the Government consider changing the Standard to 90% and the

Performance Goal to 60%?

The yard utilization standard remains at 60% and the performance goal remains at 100%.

132 Tech Section J-Exhibit A.1 Statement of

Objectives, C.3.I.4 Biometrics

Equipment (TBD), Page 21 & 22

Is it the Government's intent to deploy all

Biometrics refresh or sparing through Tobyhanna, GISA?

Spares will be made available at BDSC as OSC-I sites are normalized and equipment is transferred from DoD to State.

261 Cost B.13 Travel Costs page 11 Are R&R costs considered travel costs and if so, is this considered an allowable cost to the USG?

Yes. R&R costs are considered allowable travel cost. However, R&R travel costs must be proposed in accordance with the offeror's normal accounting practices and its management plan.

265 Tech C.3.G Airfield Services (Applicable to TOR 2, 3, and 4); Sect J-EXHA1, Atch 3D

Two (2) Government-provided Rapiscans are provided for screening, one at BIAP and one at

EAI. The DOS Equipment Transition and Services to BLiSS document does not account for the

Rapiscans. Will the Government please clarify who maintains the two Rapiscans?

Rapiscans are maintained by Rapiscan

Maintenance Technicians under the BLISS contract. Read "SECTION J- EXHIBIT A.1 –

ATTACHMENT 3E

RAPISCAN MAINTENANCE TECHNICIANS AND

OPERATORS"

(Applicable to TOR 2, 3, and 4)

Disposition Services (Equipment and Property

Scrap and Disposal Operations): Does the

Contractor de-militarize military equipment, such as trucks, trailers, etc? How many items by type are received on a weekly basis? What is the backlog awaiting de-militarize?

Yes, the contractor will de-militarize military equipment. At present, the GOI has not authorized the movement of vehicles and equipment to BDSC for disposition, therefore we currently do not have workload counts. Currently it is taking 2 days and 2 specialists to demil 1 vehicle; 1 hour and 1 specialist to mutilate 1 vehicle and 1 hours and 1 specialist to shred one tri-wall of shreddable material. There is currently a backlog of approximately 200 vehicles waiting for GOI approval for movement to BDSC's disposal yard.

Please note this requirement is "classified" and

Contractor personnel must possess secret clearance. See Section J Exh I- Cleared Personnel

4. Security Baggage Screening: How many of the 1200 monthly passengers transiting are departing passengers?

This is now an augmentation position so the number of departing passengers does not apply.

284 Tech Section J - Exhibit A.1 Attachment

12 Fuel SOO, Paragraph 1, Scope, p.1

The USG states that the U.S. Mission in Iraq has a requirement for DF2 Diesel fuel supply delivery services. Can the USG please confirm this?

For model year 2007 diesel vehicles, the

Environmental Protection Agency mandated the use of Ultra Low Sulfur Diesel (ULSD) with a maximum of 10 ppm of sulfur and therefore the

DoS engines and generators are designed to operate on ASTM No. 2-D grade (DF2). 500 ppm sulfur or greater is unacceptable.

289 Tech Section J - Exhibit A.1 Statement of

Objectives; Section C.3.H -

The Food Service Escort is a Cleared American who escorts food service workers to replenish food stocks throughout each day, Sunday through

Thursday.

372 Tech Section J Exhibit 1 Attachment 4

FIRE SERVICE MANNING

MATRIX

Question: Is the requirement for certification levels listed in Exhibit A.1 – Attachment 4 to be IFSAC, ProBoard, or DoD?

Yes, Offerors can submit IFSAC, Pro Board, OR

DoD. If bidders submit DoD certification, they are also IFSAC certified as that is the accreditation entity that certifies DOD. Note: Commercial Fire

Fighting training and certification is acceptable but must be included in offeror’s proposal if used.

373 Tech Section J Exhibit A.1 Task Order

SOOs, C.2 Scope of Work, page 3, Fire Protection Services

Question: Beyond refilling Scott Air Paks, what are the expectations for fulfilling this task, i.e. taking air samples and submitting to the appropriate authority etc.?

The contractor must meet the requirements of

NFPA 1500 as listed in the references and it states under Chapter 7, i.e., Protective Clothing and

Protective Equipment in 7.11Breathing Air states breathing air used to fill SCBA cylinders shall meet the requirements specified in NFPA 1989, Standard on Breathing Air Quality for Emergency Services

Respiratory Protection. The contractor must take air samples (and anything else NFPA 1989 requires) and submit results to the COR.

398 Cost B.18 Economic Price Adjustment

(c)(2), p.19

Which reference price will take precedence, Platts

Oilgram or Iraq OPDC, should one be lower than the other on a given day?

Amendment 3 requires the offeror to propose a

FUP based on PLATTS for fuel refined outside of

Iraq and a FUP for based on OPDC for fuel refine withi Iraq.

401 Cost B.14 Post Hardship Differential Pay and Danger Pay, p.15

Section B.14 states an eligible employee's basis compensation for a given work week is the dollar amount attributable to the employee as a result of the employee's productive hours and paid time-off hours for the given work week. If the defined work week is greater than 40 hours per week, is Post

Hardship Differential Pay and Danger Pay allowable for all productive hours paid to the employee?

Yes. For example, if the employee’s normal workweek is 72 hours, for example, the employee is working or otherwise situated in a hardship and/or dangerous area for 72 hours that week. However, please note in the next amendment, hardship and danger pay will be included in the firm fixed price for TOR 1-6.

406 Cost B.5 Sub-CLIN Sturcture (Estimating and Billing) on page 3 and Sectin J, Attachment F, Pricing Tables (no page number)

The Section B reference states"…use sub-CLINs exclusively for estimating and billing purposes at the task order level". The Section J reference, with the exception of task order 1 for Food Services, appears to limit entries on the task order lines to labor while other direct costs are carried below starting on line 12 of the pricing model. If the offeror is required to group all costs for Supplies for tasks 2 thorough 6 on line 12, then how will a total price for each task order be derived?

The Government does not require worksheets.

Task orders will be negotiated after award. Pricing will be evaluated on Exhibit Pricing Tables.

(Applicable to TOR 2, 3, and 4)

C.3.C states in part under Medical Waste

Collection, Transportation and

Incineration/Disposal that “…the Contractor shall collect, store, transport and dispose of medical waste generated by medical installations on State sites.” The section further states, “The Contractor shall dispose of medical waste through the appropriate operation of medical incinerators at each site.” Contrary to these statements the section also states, “…The Medical support services contractor stores, collects, and prepares medical waste for transport at each site health unit.

When requested, GSO transportation contractors will transport medical waste from the health unit to the nearest DSH location for the Contractor to incinerate.” Please clarify if there is separate medical support services contractor and a GSO transportation contractor(s) that performs these tasks.

GSO does not have perform these tasks. That section will be deleted. The Medical support services contractor (currently CHS) stores, collects, and prepares medical waste for transport at each site's Health Unit. Once a sufficient amount of medical waste is collected by the Health Unit, they request the BLiSS contractor to collect the 'bulked' medical waste for final disposal. The BLiSS

Contractor shall then dispose of medical waste through the appropriate operation of medical incinerators at each site.

Would the government please clarify or confirm the following:

a) only two screeners need to be trained Rapiscan operators and maintainers; and

b) screeners at the BDSC may be non-US

Citizens.

All screeners must be U.S. citizens and be able to obtain a SECRET clearance. The Offeror may propose more than two Rapiscan maintenance and operator personnel. The "critical services housing list" informs Offeror's of the number of beds provided to U.S. and TCN personnel in order to maintain minimized operations in times of Reduced
