Amendment 0001, Section B.7.2.a - table Items X00XD3G and X00XD3H deletes the quantity of fuel. Pricing Template
Table 3 issued with Amendment 0002 contains the quantities.
Are we to delete the quantities for the above two bid items?
There are no longer requirements to provide diesel and mogas to EAP/Prosperity.

Section H, clause H.21 Supplies, Materials, Equipment. In the RFP and in the Q&A release so far, the Government acknowledges that GFE lists are incomplete and that supply/material inventories will be provided after contract award.
These unknowns may cause a large variance in prices the bidders may take to providing the necessary CPFF Supplies, Materials & Equipment to meet the contract requirement on the BLISS RFP. To ensure DOS receives the same level of services and equally evaluate all contractor proposals, will
DOS consider providing a Plug number for pricing purposes?
Yes. Plug number for supplies has been provided in A002

Section F.4 p32 and SOO C.5.A.1 Would the Government please confirm when key personnel are required to be on site. In Section F.4 p32 states key personnel report for duty at award +45 days; whereas, in the
SOO C.5.A.1 states key personnel are to be on site at award
+35 days.
The requirement is to have all key personnel report for duty onsite NLT Award +45 days.

Section J Exhibit F --- Pricing Table 1 Please clarify the Governments position on ODCs. There seems to be a conflict between the Pricing Table’s treatment of ODCs (being outside of Task Orders), and Section B.8 subsection b.) that states “Supplies’ costs and their associated indirect costs will be proposed and awarded at the task order level. “
The total price for a task order will be composed of two parts:
1) firm-fixed-fixed price fully burdened labor, including DBA insurance; and, 2) Other Direct Costs reimbursed on a cost plus applicable indirect rates and fee.

RFP Sections B-M, Section B.18 Economic
Price adjustment (2.1)
Refers to the reference price as published in Platts Oilgram.
As Platts Oilgram is a newsletter that occurs 3 days each week, we request more specific data in regards to the reference fuel price. Currently, MOPAG is widely used for fuel coming from outside of Iraq, only, and use that as a reference price for DOS fuel orders in Iraq. Would the
Government please be more specific on the setting of the reference price?
The referenced unit rate per gallon is $2.90 for both MoGas and diesel DF2 which is based on the EUROPEAN
MARKETSCAN Volume 45 / Issue 57 / March 21, 2013. See amendment 3 for formula to calculate price per gallon.
71 Tech
Section L.16.2.2.9 Definition of FUP and Pricing Mechanism – The RFP references the Fixed Unit Price, or FUP, in regards to both
Food and Fuel. In reference to food, the FUP is a fully loaded price that includes all food costs, as well as indirect costs and profit, for a total FUP. For Fuel, the RFP included Pricing
Table for PMO and Fuel (Sect J – EXHF) shows a different breakout for the Fuel FUP: there are 3 columns – Quantity, Platts Oilgram Price, and FUP.
a.) Is the Government’s intent to multiply the quantity by the
Platts Oilgram Price PLUS the FUP? Quantity * Platts + FUP
= TOTAL Price;
b.) Or is the FUP to INCLUDE the Platts Oilgram Price, and then be multiplied by the quantity? The pricing sheet and pricing discussions are unclear. Quantity * FUP (includes
PLATTS) = Total Price
The Government will not perform any calculations regarding the Offeror's proposed FUP for fuel. The Offeror's FUP is the price per gallon the Offeror will invoice the Government for each gallon of fuel delivered FOB destination. See amendment 3 EPA clause for invoice price adjustment.
80 ADMIN
Section B.7.2, Fuel Acquisition and Delivery
Services, pages 4 to 6
This section mentions a "…variation in quantity…" arrangement for pricing fuel. However, the process for determining the quantity threshold changes causing the fuel price changes is not clearly specified in the RFP. For example, how many gallons of fuel above or below the Base
Period Estimated Gallons written in the pricing table on pages
5 and 6 would cause a change in the fixed unit price for a gallon of fuel by type of fuel? Once those undefined thresholds are defined in RFP and contract, how and when will the price impact due to the variation in quantity be computed?
The variation above or below the gallons of fuel stated in the
Base Period Estimated Gallons will not be a basis for a change to the fixed unit price. The quantities stated in the
RFP are for informational purposes and will vary.
81 ADMIN
Section B.7.2, Fuel Acquisition and Delivery
Services, page 5
For items X00XD3A and X00XD3B, please clarify the Base
Period Estimated Gallons and the number of deliveries. For the diesel, assuming a 9,000 gallon tanker capacity and 2 tanker deliveries every 3 days, the Base Period Estimated
Gallons should equal 1,566,000 gallons (260 work days per year divided by 3 days in a delivery cycle equals 87 deliveries multiplied by 18,000 gallons equals 1,566,000 gallons). For
MOGAS, using the 8,000 gallon assumption listed in the table, and 1 delivery every 4 weeks, the Base Period
Estimated Gallons should equal 104,000 gallons (52 weeks per year divided by 4 weeks in a delivery cycle equals 13 deliveries multiplied by 8,000 gallons per delivery equals
104,000 gallons).
Number of deliveries per time period is not a simple equation.
The numbers provided include summer fuel usage which is greater than winter due to higher temperatures and the resulting impact on generators (power produced). The downward glide path of the overall U.S. mission in Iraq will result in shifting people, material and assets from one site to another as well as an overall decrease in manning. This movement will impact fuel demand and deliveries. The BLiSS contractor will contact the site staff responsible for fuel fuel tank management and coordinate deliveries accordingly.
84 ADMIN
Section B.18, ECONOMIC PRICE
ADJUSTMENT (APPLICABLE TO FUEL
ACQUISITION), subparagraph (c)(1), page 18
Please confirm that the price adjustment formula for all fuel types is as simple as the cents per gallon change in the prices of diesel and MOGAS experienced by the reference price. Will that change in the reference price require further adjustment to include any indirect cost rates and profit by the contractor? When is the change effective; e.g., whenever there is a change, or quarterly, or as of the date of a task order award when that task order requires the delivery of fuel?
The Contracting Officer confirms that the price adjustment formula for all fuel types is as simple as the cents per gallon change in the prices of diesel DF2 and MOGAS experienced by the reference price. See admentment 3, clause Section
B.18, ECONOMIC PRICE ADJUSTMENT. The EPA is implemented each date the BLiSS contractor or its vendor agrees to the invoice price of the supplier.

Section F.2, PERIOD OF PERFORMANCE, page 31; Section F.4, DELIVERABLES, PAGES 31 TO 35; and Section L.16.2.2, PRICE PROPOSAL INSTRUCTIONS, subparagraph 5), page 142
Section F.2 specifies that the “…contract is comprised of up to 210-days transition period depending on the task, plus the first year base period and four, one-year option periods…”
Section F.4 lists all the contract deliverables and the days within which they need to be delivered to the Government, some of which are outside of the dates to be used to price the contract, implying that the contractor will be performing for free to deliver some of them on time as there is no transition period to be priced in Section L.16.2.2. Section L.16.2.2 lists the contract start date at 01 May 2013 for pricing purposes.
Obviously, there are not 210 days between now and the contract start date, so please specify the estimated dates for the notice to proceed, contract award, the start of the transition period, the start date of contract performance for the Base Year, and how offerors are to price the Transition
Period that is not listed in Section L.16.2.2. Alternatively, are offerors to assume that the Transition Period starts on 01 May
2013 and that full contract performance begins 210 days later, or on 26 Nov 2013?
Offerors are to assume a May 1, 2013 start date. However, the estimated transitiion periods vary as specified under
Section J Exhibit A, Sample Task Order Requests (TOR) 1-6.
93 ADMIN
Please clarify the requirement and process for obtaining a favorable Moderate Risk Public Trust (MRPT) determination
“…prior to contract performance…”
1) Does this mean before the start date of the Base Period, i.e., 01 May 2013, or before LN and TCN employees are scheduled to report for work?
2) How long does it take for the Government to make a favorable MRPT determination, and what impact could delays in that process have on the contract work and schedule?
3) What relief will the contractor be entitled to if the favorable
MRPT determination process is delayed but the Government, particularly in light of pending Government budget cuts or sequestration?
1) Prior to contract performance” means the contractor employee must have a favorable Moderate Risk Public Trust
(MRPT) determination before the contractor employee starts to work (performing) on the contract. 2) For planning purposes the contractor should count on a minimum of 15 business days after the Government accepts the required forms from the company to be advised of the Government’s interim determination…favorable or unfavorable. Personnel cannot begin contract performance until they have been issued at least an interim favorable MRPT determination. With respect to impacted delays, It is the contractor’s responsibility to have a strong vetting team that can ensure that the forms are submitted accurately and completely on the FIRST submission. Most delays in the process are caused by errors on the forms submitted by contractors. Contractors should plan ahead, being mindful of their proposed schedule, when submitting packages for their personnel. 3) The Government will do its best to process contractor packages in a timely manner. It is not possible to address pending Government budget cuts or sequestration at this time.

Section J – Exhibit E Moderate Risk Public Trust Processing Procedures, paragraph f. “Requests for Public Trust certifications shall be submitted no later than 10 calendar days after task order award and at least 90 calendar days prior to the anticipated start of the person’s contract performance start date”.
Question: Will the Government provide all required information for MRPTs for transitioning and new personnel within 10 calendar days after award?
Section J Exhibit E addresses "requests for Public Trust certifications." This is action is for the Contractor, not the
Government.
104 Tech
Section B.7.2 (f) The RFP states that the contractor is expected to be in compliance with applicable US and GOI laws and regulations.
Will DOS consider changing the language from "the contractor is expected to…" to "the contractor shall be in compliance"?
Yes.

L.16.3.3 Business Systems and Joint Ventures
- Property Management (3)
The RFP states, "the voluntary consensus standard or industry leading practices and standards to be used in the management of Government property or existing property management plans, methods, practices or procedures for accounting of property. " This clause does not reference any standards that the contractor shall abide by for this program.
Is it expected that the contractor follow DOS, Army, DLA standards? If so, what are they and/or what is the reference manual for property management? Is the contractor expected to following DoD standard, industry standard etc.? Would the
Government please clarify if DOS has standard Property
Regulations to abide by can that be provided as an amendment to this RFP?
No change to the L.16.3.3. Whatever system the Offeror proposes should meet the standards applied in this section.
We anticipate that the system will either be a "voluntary consensus standard" or "industry leading practices and standards to be used in the management of Government property" or "existing property management plans, methods, practices or procedures for accounting of property." For information on DOS propertry management regulations, Offerors may research the 14 FAM 410 (Foreign Affairs
Manual) available online.

Contractor only receives monies based upon the sales of meals and food items. If the Contractor experiences an overage or underage in expenses, will the fixed unit price be adjusted the next month to account for the difference?
Not the next month. The lengthy period of ramping down from
DLA and ramping up onto the Contractor's supply chain, with
CP for food items during this period is to allow ample time and transparency for both parties to see what the costs of daily and monthly operations are. Unforeseen cost expeditures that may arise may be addressed informally with the COR, and at the program reviews. Formally, the contractor may use the Disputes clause (52.233-1 ) and remedied under the

Scrap and Disposal Operations, Para 3.0
Scope
The requirement is to estimate tons of material to be processed. What is DOD's estimated tonnage requiring processing? Within this estimation: What is the estimated percentage of DOD tonnage to be Demilling? What is the estimated percentage of the DOD tonnage is hazardous material? What is the estimated percentage of the DOD tonnage to be reutilized/donated?
The requirement specifically states: "... the offeror should address the approach to completing the inventory in a timely fashion. The approach should also include estimated tons of material that will be processed each week based upon the proposed staffing and existing equipment. " In other words, the Offeror is expected to propose staffing for the operation; based on the proposal, estimate tons of material that will be processed each week.

If there are other DRMO sites, will the USG provide the office space and equipment to meet the property disposal requirements? What is the number of projected DOD sites requiring support?
All space will be provided. The number of DRMO (not DOD) sites that may require support is not deemed necessary to the proposal.

Please clarify the meaning of "risk mitigation" with respect to
Relevant Experience? This statement appears out of context.
The statement seems to apply to instructions for plans but seems unrelated to evaluation of the Experience Factor.
L.16.1.11 states "The Offeror should identify any risks associated with the likt of relevant experience, and propose ways to mitigate such risk." If an Offeror cannot provide
Relevant Experience in a service area as listed in this section, then the Offeror may present how this lack of experience may be overcome, or "risk mitigation". The limit to one page still pertains. While the rating would still be "neutral", the
Evaluation Panel may still review this alternate in the overall assessment.
