B.9 g), i), (page 8 of the RFP) state that each labor category and its costs collectively will be a distinct sub-CLIN. B.9 k) has a similar statement regarding each given labor category.
These references appear to be asosciated with the draft RFP

The RFP in AOO2 applies.

B.7.1 Food Services, Pg. 4 "This section applies when the Contractor proposes and the Government awards the fixed-price under fixed-unit price with quantity variation arrangements (i.e., task orders or line items in a task order).
a) Applicable to Base Year. For Contractor planning purposes, the
Base Year price for food will be $20 per person per workday for Full
Authorized patrons (breakfast, lunch and dinner), and $8 per person per day for Partial Authorized patrons (lunch only), otherwise known as the Basic Daily Food Allowance (BDFA). The cost of operations for food service during the Base Year will be provided as a separate Firm
Fixed Price Offer under Section J Exhibit F Pricing Table 2 attached, which cover labor with associated costs.
b) Applicable to Option Year 1-4. Fixed unit price (FUP) for breakfast, lunch, dinner and snack bar will be negotiated during the base year which will included cost of food and cost of operations.
Base year is estimated to end 2014 (approx May 2014). DLA /
LOGCAP will continue to provide food service at BDFA which will end 12/31/13. Is it the DoS intent to prorate FUP for meals immediately after transition even if the base year has not expired?

B.5 SUB-CLIN STRUCTURE (ESTIMATING AND BILLING) Will the Government allow the offeror to add additional digits to
Sub CLINs to designate positions proposed by nationality?
Yes.

B.7.2 Fuel Acquisition and Delivery Services. Is fuel acquisition and delivery considered support or supply?
According to the SUB-CLIN nomenclature under the Items column of the table as listed as "X00XD.." would be equal to
BLISS Program Management Office which is specifically referenced to sections B.9. Can the offeror assume that the correct SUB-CLIN for fuel acquisition and delivery be changed to "X00XB" or "X00XC" depending on definition if this is support or supply
No. X00XB is reserved for services and X00XC is reserved for supplies. Fuel supplies are covered under PMO and therefore utilizes PMO description. If Offeror proposes further breakout on PMO descritpons, it may expand to X00XE, X00XF, etc
258 Cost
Supporting Information The Government states that supporting documentation must be in word or PDF. There may be instance when support is in
Excel (quotes, labor rates from subcontractors, etc.) Will the
Government except an Excel file as support as long as it appropriately ties back to the price volume and model?
Yes.

Can the Government clarify "planning purposes" as it relates to
Table 2 cell E14?
E14 is a plug number to be used during the base period for evaluation purposes.
262 Admin B.16 e) (page 17 of the RFP) references a Section B.7 (g). The final RFP has no paragrpah B.7 (g). Can the Government please clarify the appropriate reference in the final RFP?

C.3.E Recreation Services (Applicable to TOR 3 and 4). The Government inferred during the site visit the Contractor would be expected to propose a fully developed Recreation
Services Program, such as teaching aerobics and other physical activities, coordinating/organizing sports activities, managing and operating snack bar, and managing and providing an Internet Cafe. The reference implies that the
Contractor is only required to provide staffing for controlling equipment, scheduling resources, and enforcing safety and health rules. Will the Government please clarify the level of effort expected from the Contractor in supporting Recreation
Services?
Only staffing is required. The requirement has changed.

Basrah. Will the Government please clarify there is one fire station at BEC EHP; one fire station at BDSC; and one fire station at Basrah CG?
Each site has one fire station each.

Yes, each site has an IT infrastructure. Fiber is one option; wireless is another.
271 Tech
Sect J, EXH A.1, Atch 1 Food SOO Is the contractor responsible to furnish/install internet connections at its work locations, install network drops in the buildings, and allowed to run cable between its work locations?

The ZBV Backscatter and Biometrics systems also require the use of calibrated equipment in order to meet contract maintenance / Operational Readiness standards.
Will DoS provide a calibration facility in theatre to support these requirements? Will the contractor have access to the calibration laboratory located at Camp Arifjan, Kuwait for example.

Section J - Exhibit A.1, Attachment 12 Fuel SOO, Section 4, General
Standards - Fuel Standards, p.3
MIL-DTL-83133G dated April 30, 2012 is referenced in Section
4, General Standards-Fuel Standards, which we realize is JP8 fuel. Under Section B, Paragraph B.7.2, Fuel Acquisition and
Delivery Services, there is no requirement for the contractor to supply JP8 or MIL-DTL-83133G. Can the USG clarify if, the
Section 4 reference was written because it is the USG's intent to have a requirement for the BLiSS Contractor to provide JP8?
There is no longer a requirement for JP8.
287 Tech
Section H.21, paragraphs (a)-(d), p.57 The language as written in Section H.21 (a)-(d) appears indicative of the Government's intent to provide duty-free clearance of materials that must be imported by the BLiSS
Contractor to support the contract effort. Will the USG provide
Diplomatic Notes for imported fuel shipments destined for DoS locations in Iraq (fuel shipments for which the US Department of
State in Iraq is listed as the consignee), thus making those shipments exempt from Iraqi customs duties/taxes?
This issue is not yet resolved. In normalized
Embassy operations, fuel is bought on the local economy, subject to taxes and levies. For the immediate future, some fuel may be acquired from in-country sources, and some fuel may still be imported. For that fuel which is imported, a
Diplomatic Note may be required. A third alternative is to import into country directly without a Diplomatic Note (i.e. customs duty and taxes are paid). The key is for Offeror's to be aware of the requirements, be flexible in approach, and provide DOS fuel requirements from whatever source in the quantity and quality needed.

Section J - Exhibit A.1 Statement of Objectives, Task Order SOOs No workload data regarding the Number of Aircraft per day, and the Maximum Aircraft on Ground (MOG), was provided in the
RFP. Will the USG provide workload data related to the Cargo
Loading and Unloading of Non-Embassy Air flights and for the
Aircraft Marshaling and Parking responsibilities so that the
Contractor may properly estimate its labor requirements?
Per the TOR SOO para C.3.G.4 "Baggage and
Passenger Screening hours at BDSC are from
0500 hours local – 2200 hours local time six days a week, Saturday through Thursday. The terminals are closed on Fridays due to aircraft maintenance except for an occasional Very
Important Person (VIP) Visitor or Medical
Evacuation flights. BDSC averages 130 flights each week, with approximately 1,200 passengers transiting per month."
