Background Investigations for Public Trust Certifications

a. All U.S. Citizen and Third Country National (TCN) contractor personnel performing on this contract and any subsequent task orders, who do not require a Secret personnel security clearance, must possess a favorable Moderate Risk Public Trust (MRPT) adjudicative determination issued by the Bureau of Diplomatic Security (DS/SI/PSS) prior to contract performance.

b. All Local National personnel must be favorably vetted by the RSO office prior to contract performance.

c. A preliminary background check will be conducted in conjunction with Public Trust certification processing and, if possible, an interim MRPT certification may be issued.

An interim MRPT certification is acceptable for initial contract performance.

d. Those contractor personnel whose preliminary background check is deemed unfavorable will not be issued an interim MRPT certification. He/she will not be approved for initial contract assignment and will not be considered for contract assignment until his/her investigation has been favorably adjudicated. A personal interview may be conducted if deemed necessary by the Bureau of Diplomatic Security.

e. If an interim MRPT certification has been granted and during the conduct of the investigation, if substantive issues are raised, or if the contractor employee does not pass the Public Trust investigation, an interim MRPT certification may be withdrawn and he/she shall be removed from the contract at no cost to the government.

f. The Contractor shall submit requests for Public Trust certifications starting 10 calendar days after task order award (or notice to proceed from the Contracting Officer) and 90 calendar days prior to the anticipated start of the person’s contract performance start date.

This allows the Contractor to have its personnel submitted for Public Trust certification in advance of applicants planned deployment. Requests shorter than 90 days will be addressed on a case-by-case basis.

OFFICE OF PERSONNEL MANAGEMENT (OPM) PORTAL ACCESS

Contractor personnel requiring access to the OPM Portal for the purpose of submitting the

Standard Forms through the Electronic Questionnaires for Investigation Processing (e-QIP) system will require a minimum of a Moderate Risk Public Trust certification prior to being granted OPM Portal access. OPM Portal access shall be granted thorough DS/IS/IND. All training for the OPM portal and e-QIP submissions shall be accomplished by DS/IS/IND.
