No. Cat. RFP Section#, Title, & Page Question Respones

86 ADMIN Section B.18, ECONOMIC PRICE ADJUSTMENT

(APPLICABLE TO FUEL ACQUISITION),

subparagraph (h), page 21

Where is the CONVERSION FACTORS clause? Section B.18 will be updated to include conversion factors in the next amendment.

143 Price SECTION J - EXHIBIT F, Pricing Table 1 Pricing Table 1 includes three line items which have no corresponding box for data entry. What is the purpose of the" Firm-

Fixed Price (FFP)", "Fixed Unit Price (FUP) gallon with Economic

Price Adjustment (EPA) based on PLATTS", and "Cost-Plus-Fixed-

Fee (CPFF)" line items? Is it correct to assume the Government does not intend for the Offeror to populate data corresponding to these line items on Pricing Table 1?

The acronyms were provided to clarify the contract pricing mechanism. The acronyms have been deleted from the pricing tables in the next amendment

251 Cost RFP, Pg. 5 (table), General Standards – COTS Real

Time Freight Tracking Software Program:

g. Establish fuel price for each delivery. Possible models include: mandated prices by Iraq Ministers of

Oil; OPDC prices; local competitive prices; or, a market index such as PLATTS.

The RFP implies in one area that fuel must be priced based on bulk delivery (table page 5), yet exhibit A-1, under 2. g. General

Standards, requires a price for each fuel delivery. Please clarify.

Fuel must be priced based on the BLiSS Contractor's FUP and the total invoice price adjusted in accordance with the updated clause in the next amendment.

285 Tech Section J - Exhibit A.1, Attachment 12 Fuel SOO, Section 4, General Standards - Fuel Standards, p.3

The Government states that fuels should conform to the following specifications: MIL-DTL-83133G dated April 30, 2010 and MIL-

STD-3004C dated August 10, 2011 in accordance with

ATTACHMENT C.1 Specifications. Will the USG provide

Attachment C.1 Specifications?

The next amendment has deleted mil specifications and replaced with civilian specifications

366 Cost Section J Exhibit F Pricing Tables, Tab 3, PMO &

FUEL Pricing

The table requires offerors to insert the “Platts Oilgram

03/21/2013” rate in the pricing table. PLATTS pricing provides for a range of prices by geographic area and ranges within each area.

Question: Will the government consider providing a “plugged” number for the actual fuel price in order to level the playing field so that the evaluated “Total Price” per year is focused on the

“Offeror’s Fully Loaded Fixed Unit Price (FUP)”?

In the next amendment, the pricing sheet has been populated with PLATTS rates. The Platts Oilgram

03/21/2013 rate for MoGas was $2.896 and DF2 was

$2.904 per gallon. The OPDC diesel DF2 price on

03/21/2013 was $2.439.

399 Cost Exhibit F, Pricing Table 1 Pricing Table 1: Other Direct Costs does not differentiate lines between Task Orders. Does the Other Direct Cost bid line

Supplies on Table 1 include cost for all six Sample Task Orders?

The plug figure Other Direct Cost line for Supplies on

Table 1 includes cost for all six Sample Task Orders.

400 Cost Exhibit F, Pricing Tables Pricing Tables do not contain a specific line item for life support services (housing, transportation, security, feeding, etc). On which table and bid item is the Offeror to include housing (life support services) for each of the six Sample Task Orders?

Life support services (housing, transportation, security, feeding, etc) must be included in the offeror's fixed price for each task order.

447 Cost Section H.4(c) Insurance Requirements –

Automobile Liability.

Will the DoS provide specific information on GFE vehicles (Year, make and model,License Plate Number and Vehicle Identification

Number (VIN), Vehicle value) in order for offerors to obtain appropriate insurance quotes for the level of coverage the DoS requires on this effort?

This clause does not apply to GFE as the Government is self-insured. It applies only to vehicles the Contractor may bring into DOS sites in support of the contract. For example, a truck delivering food to the cafeteria or a truck used to empty out chemical latrines.

449 General ExhA.1_Atch_3E_PD-

_BADGE_OFFICE_SUPERVISOR_at_Consulate_or

_Annex; para 2 bullet 3-7, page 1.

1) Are badging procedures, processes, and standards GFE? 2)

Page 134 of latest RFP, paragraph L.16.1.5, under the Training Management bullet. A sub-bullet references training on the Army Food Management

Information Systems (AFMIS). It is our understanding that users of the system require a

Common Access Card (CAC).

Does the DOS have a CAC issue facility in Iraq, or will users of this system require a CAC before entry to Iraq. Are TCN’s authorized access to the system?

Anyone requiring a CAC will need to obtain prior to departing the U.S.

466 Tech EXHIBIT A.1- ATTACHMENT 1 DOS Iraq Food

470 General Section J - Exhibit A.1, TO SOO, Article C.3.G

Airfield Services, item 5. Cargo Loading and

Unloading, pg. 10

This Work element is described within the SOO. The BLiSS

Requirements Matrix issued with Amendment 0002 eliminates this scope. We assume that Offerors are not to propose to Cargo

Loading & Unloading Services. Is this a correct assumption?

The requirement for cargo loading and unloading has been removed from Exhibit A.1 para C.3.G

471 General Section J- Exhibit A.1, Statement Of Objectives, Request for Proposals, Paragraph C.3.D Fuel

Supply & Attachment 12, Fuel Statement of

Objectives, Paragraph 4, General Standards – Fuel

Standards, pg.

In the Statement of Objectives, the USG states the following, "The

U.S. Mission in Iraq has a requirement for DF2 Diesel, and 95

Octane Unleaded Gasoline (Mo-Gas) fuel supply delivery services to be provided to the DOS Facilities, Embassy and Consulates throughout Iraq, including International Zone, Baghdad Diplomatic

Support Centre (BDSC), Erbil Diplomatic Support Center (EDSC) and Basrah Consulate General (CG). See Attachment 12, DOS

Fuel Supply Iraq SOO. " In the Fuel Statement of Objectives, the

USG states the following, " The Contractor shall ensure the fuels conform with: a. EN 228 Automotive fuels – Unleaded petrol–

Requirements and test methods; (must be at least 85 octane)."

There is a conflict for the MOGAS requirements in two of the solicitation documents, which is the correct requirement?

85 Octane Unleaded.

474 Tech Section C - Statement of Work page 24, and Food

Operations and Management SOO, pg 3

Section C, page 24 under the Baghdad Diplomatic Support Center states "A snack Bar is open 14 hours a day (0830 - 2230)".

However, the chart on page 3 of the Food Operation SOO indicates that neither BDSC nor Basrah has a snack bar. Our assumption is for items identified with a NA we are not to include in our proposal at this time. Is our assumption correct?

Correct. NA is "not applicable".

475 Tech Section C - Statement of Work,pg. 24, and Food

Operations and Management SOO, pg. 3

Prosperity was removed from the BLiSS Requirment matrix but remains on the weekdays snackbar requirments in the Food SOO.

We assume we are not to bid Prosperity. Is this a correct assumption?

Prosperity is deleted off the Food SOO.

476 General L.16.1.3.1 Sample Staffing Plan, pg. 130 Solicitation states: "Provide in the table below a commitment to a percentage of LNs that will be part of the overall workforce by site per year: The Offeror shall begin with a baseline of 50% LNs of the

Offeror’s proposed total workforce. Offerors shall include in their

50% LN staffing plan the number of “fully vetted” LNs to be hired from either the incumbent or sub-contractor to work in food services. This 50% number is made up of badged contractor personnel, whether prime or subcontractor, in Basrah and IZ."

1) How many" fully vetted" LNs are currently performing for BLiSS incumbents (prime or subcontractors) within the IZ, at BDSC, and at Basrah?

2) How many" fully vetted" LNs are currently performing food service work for BLiSS incumbents (prime or subcontractors) within the IZ, at BDSC, and at Basrah?

The table mentioned has been modified. For questions 1) and 2) that information will not be provided.

479 Tech Sect J, EXH A.1,_TOR_SOO; Paragraph C.3.I.3, Rapicsan / Section J-Exhibit A.1-Attachment 3E

Section J-Exhibit A.1-Attachment 3E, Basic Function of Position paragraph, states that Rapiscan Maintenance/Operator

Technicians will operate Rapiscan equipment scanners and walk through metal detectors. However, Paragraph C.3.I.3 in Section J-

Exhibit A.1 SOO lists only the Secure 1000 personnel scanners requirements. Please provide the requirements for all equipment scanners and walk through metal detectors, including model types and quantities per type to be supported.

The information provided to date is deemed satisfactory for proposal purposes.

480 Tech BLiSS Requirements Matrix Requirements Matrix indicates that a requirement exists at

Olympia for Supplment Staffing & Maint Services to RSO, but there are no requirements for Olympia listed within the SOO or

Equipment Density Attachment 3D. Please clarify what RSO services will be required at Olympia?

Olympia is part of the International Zone and may be considered as part of the BEC operations.

481 Tech Section M.10.1.2, Task Order Proposal, Exhibit A.1 -
