• Problems reported via the 24-Hour Duty Log
• Call received from the SCC (Security Control Center)

• Requests received via the STAC web page
• CMMS service requests received •Customer emails to CMMS
Answer: See Appendix J-22 – STAC Overview and Appendix J-1 – Projected Workload Table – A002.
2. Section H, Paragraph H.8.5, Personnel Qualifications/Requirements. No labor categories are provided that clearly align to the STAC workforce. Please advise which LCATs are envisioned for the STAC, or provide STAC-specific LCATs.
Answer: Section H, Paragraph H.8.5 titled “Personnel Qualifications/Requirements” has been revised to add three additional labor categories/position descriptions to cover the STAC requirement (H.8.5.25 through H.8.5.27).
3. Section C, Paragraph C.5.9. Within this section there is no identification of supporting SMSe. We believe under the present organizational structure that the STAC supports SMSe.
Answer: SMSe is supported through the 19 categories mentioned in Section C, Paragraph C.5.9. The Office of Security Technology does not consider SMSe to be separate from the TSS categories listed.
4. Section L, Paragraph L.16. Section L.16 states that “Offerors shall submit proposals under the assumption that all contractor personnel must perform work at contractor furnished property.” Does this change with the addition of C.5.9 STAC requirements?
Answer: Section L, Paragraph L.16 titled “Proposal Instructions” has been amended in part to state the following: “Offerors shall submit proposals under the assumption that all contractor personnel whose costs would be allocated directly to this contract would perform work at Government-furnished property."
5. The RFP does not indicate Davis Bacon wage rates. Will this be a requirement? Can you clarify this?
Answer: The Government has designated this contemplated contract as one predominantly for “services.” Because the Davis-Bacon Act applies to “construction” contracts, it does not apply to this contract.
6. Section L, Paragraph L.18.3.2. Regarding personnel who will be on our leadership team for the project, we will include their resumes with our response. Do we have to share with you their names?
Answer: Yes, the first bullet of Section L, Paragraph L.18.3.2 requires resumes to have the proposed personnel name included.
7. Section L, Paragraph L.17.2. The government states that “If two or more parties have formed a partnership or joint venture (see FAR Subpart 9.6) for the purposes of submitting a proposal under this solicitation and, if selected, would perform the contract as a single entity, they must submit the Corporate Charter, By-Laws, or Joint Venture or Partnership Agreement…”
Does the term “Partnership” apply to firms submitting a bid as a Small Business Prime with subcontracting teaming partners? The subcontracting teaming partners will act as subcontractors to the proposed Prime. As a team, they are not forming a Joint Venture. Please clarify.
Answer: No. The Government’s requirement in Section L.17.2 is directed, as defined in FAR 9.601(1), to “two or more companies (that) form a partnership or joint venture to act as a potential prime contractor.” Although a potential prime contractor-subcontractor relationship is a type of “contractor team arrangement,” as defined in FAR 9.601(2), it does not act as a potential prime contractor/single entity.
8. Section C, Paragraph C.5.9. Where will the STAC be located? What are the labor categories and descriptions that will support the STAC? Will the STAC personnel remain on customer site or contractor site?
Answer: See answer to questions #2 and #4.
9. Section L, Paragraph L.18.4. Past Performance Questionnaire – One of our proposed subcontractors for the Domestic Security Installation Services bid is also a subcontractor for the Dept of State’s Overseas Security Installation Services bid. Our subcontractor used a Dept of State contract as one of their references and a Past Performance Questionnaire was completed and submitted to Mr. Lloyd in response to the Overseas bid.
Will the Dept of State contracting office allow us to refer to the Past Performance Questionnaire already on file with the Overseas bid? We ask this question because we do not want to inconvenience the Dept of State representative by having them to complete another PPQ for the same work.
Answer: Yes. The offeror(s) must notify Andrew J. Lloyd via email at LloydAJ@state.gov which Past Performance Questionnaires submitted for the Overseas Security Installation Services solicitation (SAQMMA11R0188) they would like to use for this requirement. This email must be received by the time of proposal submission.
