| L.16.2 (9) | In Pricing Table 2, offerors shall propose their most current provisional billing rates. If applicable, these rates should be reflected in the most current indirect cost rate agreement that has been negotiated between the offeror and its cognizant Federal agency official. |
| L.16.2 (10) | In Pricing Table 2, the proposed provisional billing rates shall not exceed the ceiling indirect cost rates proposed in pricing Table 3. |

Offerors shall assume that the life of the contract is December 1, 2011 through November 30, 2016. |
| L.16.2 (12) | In Pricing Table 3, offerors shall add or delete rows as necessary. The number (e.g., “1)”) in the “Indirect Cost Rate Description” column signifies a specific indirect cost rate description. | L.16.2 (19) | In Pricing Table 5, offerors shall ensure that the proposed applicable ceiling indirect cost rate(s) are for the contractor fiscal year(s) that coincides with the contract performance year. |
| L.16.2 (20) | In Pricing Table 5, the proposed applicable ceiling indirect cost rates shall match the respective proposed ceiling indirect cost rates in Detail Pricing Table (for Pricing Table 5) and in Pricing Table 3. |
| L.16.2 (21) | In Pricing Table 5, offerors shall identify their estimated indirect costs in the “Ind $” column. |
| L.16.2 (22) | In Pricing Table 5, the estimated indirect costs in the “Ind $” column shall be the estimated direct costs (in the “Direct $” column) multiplied by the proposed applicable ceiling indirect cost rate(s) (in the “Ce Rate(s)” column). |
| L.16.2 (23) | In Pricing Table 5, the estimated costs shall match the estimated costs in Detail Pricing Table (for Pricing Table 5). |
| L.16.2 (24) | In Pricing Table 5, the subtotal cost under sub-CLINs X001A through X001I shall be the sum of the estimated direct costs and indirect costs. |
| L.16.2 (25) | In Pricing Table 5, the subtotal cost under CLIN X002 (Fixed Fee) shall be the sum of the subtotal costs of sub-CLINs X001A through X001I multiplied by the proposed fee percentage. |
| L.16.2 (26) | In Pricing Table 5, offerors shall not complete the gray areas under CLIN X002 (Fixed Fee), as they are inapplicable. |
| L.16.2 (27) | In Pricing Table 5, the Government provided formulas to calculate automatically the estimated Subtotal, Total, and Grand Total prices. However, offerors shall verify the arithmetic accuracy and shall make any necessary corrections. |
| L.16.2 (28) | In Pricing Table 5, the Government provided formulas to transfer the proposed fee percentage from Pricing Table 4 (Fee Percentages) to the Fee % cell under CLIN X002 (Fixed Fee). However, offerors shall verify the transfer and make any necessary corrections. |
| L.16.2 (29) | In Pricing Table 5, the estimated Subtotal, Total, and Grand Total prices shall be in whole numbers. They shall not contain decimals. |
| L.16.2 (30) | In Pricing Table 5, the estimated costs shall be based on a normal workweek of 40 hours (8 hours/day x 5 days/week). A normal workweek is defined in FAR 22.103-1 (Overtime). |
| L.16.2 (31) | In Pricing Table 5, for evaluation purposes (because all issues are not currently known), the estimated costs shall be based on a delivery schedule that is the maximum allowed under the requirement. For example: |
a. When the requirement states an average task time of 5-20 days, estimated costs shall be based on 20 days.
b. When the requirement states delivery 8 days after project completion, the estimated costs shall be based on delivery in 8 days after project completion.
c. When the requirement states delivery within 5 days of survey end date, the estimated costs shall be based on delivery on the 5th day after survey end date.
| L.16.2 (32) | In Pricing Table 5, because all locations are not currently known, the Government provided an estimated direct travel cost under sub-CLINs X001A through X001E and X001H for each contract year. For each contract year, offerors shall include this cost in their estimated direct costs. |
| L.16.2 (33) | In Detail Pricing Table (for Pricing Table 5), for all sub-CLINs under CLIN X001, offerors shall show for each contract year the breakdown of the estimated direct costs, excluding direct travel costs [see Section L.16.2(32)]. The breakdown shall consist of at least the following: |

| L.16.2 (36) | In Detail Pricing Table (for Pricing Table 5), offerors shall identify the hours in excess of an average of 40 hours per week, by labor category at the same level of detail as compensated hours, and the uncompensated overtime rate per hour, whether at the prime or subcontract level, for any proposed hours against which an uncompensated overtime rate is applied [see FAR 52.237-10 (Identification of Uncompensated Overtime)]. This includes uncompensated overtime hours that are in indirect cost pools for personnel whose regular hours are normally charged direct. |

| L.16.2 (46) | In the Supporting Information, offerors shall submit evidence to support the proposed provisional billing rates in Pricing Table 2. Examples are a current negotiated indirect cost rate agreement with the offeror’s cognizant Federal agency official or recent (within the last two years) Defense Contract Audit Agency (DCAA) audit report. |
| L.16.2 (47) | In the Supporting Information, in accordance with FAR 52.237-10(e) (Identification of Uncompensated Overtime), offerors shall include a copy of their policy addressing uncompensated overtime. |

Results shall be in the form of the cost/price analysis report(s), which shall include: cost/price analysis technique(s) used (e.g., comparison of proposed prices received in response to the solicitation), summary findings, detailed findings, and basis for the determination of fair and reasonable proposed subcontract prices. |
| L.16.2 (49) | At this time, the Government does not require submission of subcontractor offerors’ build-up of their proposed or negotiated fully loaded hourly labor rates, or breakdown of subcontractor offerors’ proposed or negotiated non-labor prices, but the (prime) offeror shall show on its build-up schedule in Detail Pricing Table (for Pricing Table 5) each applicable ceiling indirect cost rate(s) and fee percentage it applied to the subcontractor offerors’ proposed or negotiated fully-loaded hourly labor rates and non-labor prices. |
