About this file
This document is a Single Source Justification form for a federal contract to upgrade Cath Lab #4 at the Minneapolis Veterans Affairs Medical Center (VAMC). The procurement involves construction services to renovate an existing ward, with a project value between $1,000,000 and $2,000,000. Specifically, the justification focuses on acquiring a Gamewell/FCI fire alarm system, which has been standardized throughout the Minneapolis VAMC and is deemed the only compatible solution due to integration requirements and NFPA safety standards. The document explains that installing a different manufacturer's system would create significant cost duplication and potential equipment functionality issues, therefore justifying a single-source procurement under Simplified Acquisition Procedures (SAP) for a contract not exceeding the Simplified Acquisition Threshold of $250,000.

This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.

a. Fire Alarm System
i. Brand Name: Gamewell/FCI Components
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. Gamewell/FCI components are required to integrate with existing fire alarm system. Accordingly, Gamewell Corporation is the only firm capable of providing the supplies and services without the Veterans Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. Additionally, this is a NFPA listed system in which all components must be from the same manufacturer to function and communicate appropriately and is a fire code/safety related matter.
