About this file

This document is a Single Source Justification form for a Department of Veterans Affairs (VA) procurement for construction services to upgrade Cath Lab #4 at the Minneapolis VAMC. The project involves renovating an existing ward, with a total project value estimated between $1,000,000 and $2,000,000. The specific single-source item is Stanley Auto Door Operators, which have been standardized throughout the medical center. The justification emphasizes that introducing alternative auto door operators would create significant cost duplication, potential equipment functionality issues, and complications for maintenance staff who are trained specifically on the Stanley system.

The market research for the project was conducted by Anderson Engineering, who secured pricing for the government estimate and shared information with the Contracting Officer and Contracting Officer's Representative. The single-source justification was prepared under Simplified Acquisition Procedures (SAP) for purchases over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000. The document is part of Acquisition Plan Action ID 36C263-25-AP-2420, with an effective date of 11/15/2024, and includes a certification from a Supervisory Contract Specialist approving the purchase in accordance with federal acquisition regulations.

1. Contracting Activity: Veterans’ Health Administration (VHA), NCO 23 Contracting

Office, 111 South 18th Plaza, Omaha, NE 68102

Requesting Activity: Department of Veterans Affairs, VISN 23, VAMC Minneapolis, 1 Veteran Drive, Minneapolis, MN 55417

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.

The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.

a. Auto Door Operators

i. Stanley Auto Door

ii. Value:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The medical center maintenance staff is trained to service these Auto Door Operators and maintain them in working condition. If a different Auto Door Operator would be introduced into the medical center, it would cause confusion for maintenance staff, contractors and would require the medical center to stock parts for different manufacturers at additional cost to the medical center.

4. Description of market research conducted and results or statement why it was not conducted:
