About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs. The procurement involves construction services to upgrade Cath Lab #4 at the Minneapolis VA Medical Center, with a project value between $1,000,000 and $2,000,000. The specific focus is on procuring Cutler-Hammer electrical distribution panelboards and circuit breakers, which are required to match the existing electrical infrastructure at the medical center.
The justification for the single-source procurement is based on standardization and operational efficiency. The medical center currently has approximately 700 electrical distribution panels of the Cutler-Hammer brand within the main facility and 100 in out-buildings. Using a different manufacturer would create significant cost duplication, potential equipment functionality issues, and require additional labor and inventory management for alternative repair parts. The market research was conducted by Anderson Engineering, and the Contracting Officer has certified the accuracy and completeness of the justification in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b).

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for construction services to Upgrade Cath Lab #4 at the Minneapolis VAMC. The scope includes everything necessary to renovate an existing ward that meets the requirements of the Department of Veterans Affairs.
The value of the brand name only item is listed below and the VAAR Construction magnitude for the entire project is between $1,000,000 and $2,000,000.
a. Electrical Distribution Panelboard and Circuit Breakers
i. Brand Name: Cutler-Hammer
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This item is to match the existing electrical distribution panels and circuit breaker in substations in the medical center and the out-buildings. These items have been standardized throughout the Minneapolis VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The medical center currently has approximately 700 electrical distribution panels and another 100 in the out-buildings that are the Cutler-Hammer brand. The medical center electrical staff stocks parts for the Cutler- Hammer brand. The addition of another repair part that would need to be stocked would not only result in additional costs associated with the repair parts but also require VA labor to contract, order, stock, and inventory the additional repair parts.
The Cutler-Hammer brand of electrical distribution equipment allows the electrical staff to respond to these electrical panels in an emergency without having to decide which brand of panel needs to be repaired and avoid the electricians from having to
