About this file
This document is a Single Source Justification form for a federal contract to upgrade Cath Lab #4 at the Minneapolis VA Medical Center. The procurement involves construction services with a project value between $1,000,000 and $2,000,000, specifically focused on installing a Building Automation System from Johnson Controls, Inc. The justification emphasizes the need for a single source due to the proprietary nature of the existing building automation system, which requires compatibility with the current infrastructure to ensure patient safety, building temperature comfort, and reduce maintenance and training costs.
The market research was conducted by Anderson Engineering, with prices shared and reviewed by the Contracting Officer and Contracting Officer's Representative. The document highlights that using the same brand and type of building automation system throughout the medical center is critical for overall facility efficiency. The procurement is being handled by the Veterans Health Administration (VHA), NCO 23 Contracting Office in Omaha, NE, for the Department of Veterans Affairs, VISN 23, with an effective date of 11/15/2024 and an Acquisition ID of 36C263-25-AP-2420.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The specified building automation system is the only system meeting the requirements of the Minneapolis VA Medical Center. The intent is to install the same brand and type of building automation system throughout the medical center to provide a system that is compatible with the existing system. JCI is building automation is currently used throughout the facility. The current Johnson Controls Building Automation System utilizes proprietary technology so other systems are not able to connect to it. Additionally, having a standardized system improves patient safety, building temperature comfort, alarms/alerts, and reduce maintenance and training costs. Patient comfort and safety would be at risk if a patch work of building automation systems were installed in any facility that already has Johnson controls. Lack of a standardized system would impact the facilities ability to maintain proper building automation.
