About this file
This document is a Single Source Justification form for a simplified acquisition procedure at the Department of Veterans Affairs. The procurement involves construction services to upgrade Cath Lab #4 at the Minneapolis VAMC, with a project value between $1,000,000 and $2,000,000. The specific procurement focuses on installing LCN brand door closers, which have been standardized throughout the facility. The justification for single-source procurement is based on maintaining equipment consistency, avoiding significant cost duplication, and preventing potential functional issues with alternative manufacturers' systems.
Market research was conducted by Anderson Engineering to secure pricing for the government estimate, with the Contracting Officer and Contracting Officer's Representative reviewing the information. The document emphasizes that using a different brand of door closers would require additional staff training, increase maintenance time, and necessitate stocking new parts. The procurement is for the Veterans Health Administration (VHA), NCO 23 Contracting Office in Omaha, NE, with the requesting activity being the Department of Veterans Affairs, VISN 23, VAMC Minneapolis. The single-source justification is effective as of 11/15/2024 and is associated with Acquisition ID# 36C263-25-AP-2420.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This project will be installing new door closers in the rooms that match our existing closers. These items have been standardized throughout the Minneapolis VAMC.
Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The facility currently has several thousand closers installed in the hospital. The VA carpenter shop keeps parts and extra closers in stock for repair and/or replacement of our existing door closers. Adding a new brand of door closer would cause additional training for VA staff, maintenance time, and cost to stock parts.
