1.3 STATEMENT OF BID ITEM(S)

A. BID ITEM I (GENERAL CONSTRUCTION): Project Description: The project to

“Correct Mental Health Deficiencies 6B – Phase 2” in Building 6 of VAMC

Bedford, MA involves the renovation of existing space as well as a new design and layout of previously de-scoped areas of the second floor.

The previous renovations project completed construction in 2015 and satisfies the majority of VAMC Bedford’s program requirements. These existing areas will be restructured to satisfy current MHEOCC standards, building codes, and Integrated Product Team (IPT) program requirements. Using the previous renovation’s design as a reference, the de-scoped portions of the floor will be re-designed to satisfy VAMC

Correct MH Deficiencies 6B Second Floor, VA Medical Center, Bedford, Massachusetts 518-18-001

01 00 00 -3

Bedford’s current needs and MHEOCC standards. The de-scoped portion is currently configured with the previous design’s HVAC and plumbing, and therefore, the design team will attempt to maintain the previous design’s room layout as to nor require re-work of the installed utilities. Where room layout is not kept consistent with the previous design’s layout, HVAC and plumbing alterations may be required.

Structural Work: Structural services include repair and reinforcing work within the previously de-scoped of the second floor, new elevator shaft design, egress stair tower, and a whole building structural assessment. Further description of these tasks is outlined below:

1. Design and specify floor patching and reinforced concrete beam repair materials and methods.

2. Provide methods for removal and replacement of elevated reinforced slab, where required, and reinforcement of existing beam using fiber reinforced polymers (FRP).

3. Provide material specification and design of structural elements required to house a new elevator and associated machinery. The elevator shaft utilizes reinforced concrete masonry unit (CMU) shaft walls and includes a reinforced concrete pit and foundation.

4. Provide material specification and design of structural elements required to house a new exterior stair tower adjacent to the current de-scoped area. The stair tower includes a reinforced concrete foundation, a reinforced CMU shaft wall structure, and steel framed stair and roof structures.

5. Tier 1 assessment of the existing lateral restraint system for seismic loading using the methodologies outlined in “Seismic

Evaluation and Retrofit of Existing Buildings” published by the

American Society of Civil Engineers (ASCE 41-17).

Architectural Work: Architectural services include reconfiguration of spaces in the In-patient Veteran Mental Health Ward (Ward 6B) with a significant emphasis on mitigating MHEOCC deficiencies. The previously de-scoped portion of the ward (approximately 4,000 sq. ft. of the

14,000 total sq. ft.) requires significant user input and architectural

Correct MH Deficiencies 6B Second Floor, VA Medical Center, Bedford, Massachusetts 518-18-001

01 00 00 -4 layout. In the existing finished space, reconfiguration of the

Medication Room, Treatment Room, Exam Room and one bedroom/private bathrooms will be completed to accommodate needs of patients and staff.

The Nourishment Center will be relocated adjacent to Dining Room. The

Dining Room will be enlarged to fit more occupants. Existing space deficiencies include but are not limited to ceilings, windows, doors and door hardware, flooring, hallway mirrors, nurse call system, and security systems. Interior design work includes recommendation and coordination of finishes, millwork and color selections with the VISN-1

Interior Designer. Exterior work includes window replacement and the design of a new egress stairwell. All architectural aspects of the design will follow MHEOCC standards set forth by the VA.

Fire Protection: Fire protection services include alarm and suppression system review and design modification. Fire alarm design will be developed in coordination with the VA Engineer to determine zone and radio box identifications. The building shall be 100% sprinklered per

NFPA 13.

Civil Work: Civil engineering design includes site work associated with the new stair tower and elevator shaft. Each structure will be constructed with slab on grade and foundation walls meeting the frost depth requirement. Soil bearing capacity will be determined by geotechnical borings provided by the VA. A site survey provided by the

VA will determine grades and layout of site and drainage features. A new concrete sidewalk will connect the new stair tower egress with the existing sidewalk network. Mitigation and treatment of stormwater runoff from the roof of the new stair tower and sidewalks will be guided by standards set forth in the Massachusetts Stormwater Handbook.

Roof runoff will be tied into the existing foundation drain system through gutters and a roof leader. An analysis of the existing foundation drain system will be completed to ensure its capacity is adequate of the additional roof runoff, and that groundwater recharge standards are met. Erosion and Sediment Control plans will also be developed for this project.

Plumbing Work: Plumbing engineering tasks include confirmation of existing plumbing conditions, coordination with the ongoing ground-

Correct MH Deficiencies 6B Second Floor, VA Medical Center, Bedford, Massachusetts 518-18-001

01 00 00 -5 level and first-floor design, design of new plumbing systems for

Building 6 second-floor descoped areas. All newly installed and redesigned fixtures will comply with the MHEOCC requirements.

Reconfiguration of spaces in the southeast wing of 6B will require minor plumbing and fixture relocation. Hangers designated for mains have been partially installed in the descoped corridor but will require additional installation for expanded plumbing serving rooms in the new floor plan.

Electrical Work: Work includes all labor, material, equipment and supervision to perform the required electrical work on this project.

This includes coordinating telecommunications, power, lighting, cabling, and conduit layout where applicable. Electrical services will be surveyed to allow interconnection of new or modified mechanical and controls equipment as necessary to complete DDC installation.

Mechanical Work: Work includes all labor, material, equipment and supervision to perform the required Mechanical work on this project.

Mechanical services include overall concept review and design of HVAC systems for Ward 6B. HVAC has been installed per the previous renovation’s design, including in de-scoped areas. This HVAC should not require significant upgrades or re-design. De-scoped areas require final flexible ducting and diffuser installation coordinated with the new floor plan layout. Existing HVAC in the Isolation Anteroom and

Isolation Bedroom will be reviewed to ensure a negative pressure is obtained for infectious control. Feasibility of implementing new HVAC systems into the existing building’s systems will be determined during the design process. Final connection of controls to the overall

Building Automation System (BAS) will be completed under a separate scope of work by a fully qualified VA vendor. Below is a list of additional HVAC system design requirements:

A. All controls shall be BACNET compatible.

B. All controls shall have occupied and unoccupied functions.

C. All setpoints shall be fully adjustable.

D. All monitored points and alarms shall be displayed on DDC workstations.

Correct MH Deficiencies 6B Second Floor, VA Medical Center, Bedford, Massachusetts 518-18-001

01 00 00 -6

E. “Cooling Mode” shall be defined as any time the outside air temperature is above 50°F (adjustable).

F. “Heating Mode” shall be defined as any time the outside air temperature is below 68°F (adjustable).

G. 100% motorized redundant equipment shall alternate operation on an adjustable, equal-run basis.

H. Redundant equipment shall start automatically in the event its counterpart fails and the DDC system shall generate an alert.

I. All equipment shall be Energy Star ® certified and maximum efficiency.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
