Amendment 0007 Answer to Vendor Questions
Question: We have not found a specification for the any of the Glass Fiber Reinforced Concrete (GFRC) materials
(exterior column wraps, details, panels). Please provide specification information and basis of design.
VA Engineering Response. See Specification Section 06 20 13 Exterior Finish Carpentry (Factory- molded GFRC fabrication) attachment 062013_GRFC.pdf.
Question: Project 518-18-035, Drawing A201-A203, exterior elevations, Keynote 6 calls to remove & replace stone band, the limits of this work are not defined, please clarify.
VA Engineering Response: The note is only located at the same areas where the efflorescence is called out. The intent is for the stone band to be replaced in areas where the efflorescence is being repaired.
Revised response
Question:
Project # 518-18-035 - Drawing D102 with total 15 items Abatement notes. These are items noted to ACM and
& lead. Are these items to be removed? Or to remain. Please advise.
VA Engineering Response Revised 08/20/2020: See attached Hazardous Building Materials Inspection
Report, Prepared by ATC Group Services LLC, Prepared for MustardSeed Cultural & Environmental Services
LLC , Dated October 5, 2018 and Summary Letter, Provided to Tompkins Architects LLC from MustardSeed
Cultural & Environment Serviced LLC, Dated October 9, 2018. This Report and Summary Letter were inadvertently not included in the Specifications. This Report and Summary Letter forms a part of the
Specifications and Contract Documents; the Contractor is required to treat these as part of the Contract
Documents. The Contractor shall abate the 15 items identified on Drawing D102 in the abatement notes and in the plans; quantities for these items are identified in the Report. The Contractor shall assume all exterior window frame caulk contain asbestos containing material and abate this caulk as such and carry the costs to abate as asbestos containing material.
Question: Project 518-18-001 Correct Mental Health Deficiencies 6B: On drawing S-104, there is a detail 3 Slab
Infill section noted to be at the second floor. Please confirm if this detail is to be used and if so, provide the area in which it is required.
VA Engineering and A/E (Wunderlich-Malec/AECm) Response:
• Detail 3/S-104 is to be used to bring the existing dropped floor elevation up to match the existing top of floor elevation.
• The area of the building between grid lines B and E, and 10 and 12 has a dropped floor that is sloped to provide drainage. In the original configuration of the building this area was an outdoor porch.
• 1/S-104 indicates the location that the slab infill detail is to be used.
Question: In reviewing the RFI responses provided in amendment 006, we see that the government has provided an attachment showing the locations of the Patient Headwall along with specification 10 25 13 as part of the response to RFI 48. Could you also please provide an elevation, details, and Basis of Design for the Patient Headwall so that we may price this accurately?
VA Engineering Response: See attached A/E (Wunderlich-Malec/AECm) response “2020.08.25_VAMC Bedford
Building 6_RFI 05_WME Reponse.pdf”.
Question: Project 1, 518-18-001, second floor: The plumbing plans refer to Several Plumbing Fixture Designations for the new Private restrooms and Nourishment, 244A. These do not correspond to the fixtures noted in specification 224000. There is a plumbing fixture schedule on Architectural drawing AE 601 but there are no
Numerical designations, nor is complete. Please clarify
VA Engineering Response: See attached A/E (Wander-Malec/AECm) response file “VAMC Bedford Building
6_RFI 07_WME Response.pdf” which contains a Revised Plumbing Fixture Schedule that replaces the one on
Drawing AE601 and references the attached Revised specification Section 22 40 00 Plumbing Fixtures (file “22 40
00 Plumbing Fixtures_REV1.pdf) (with “Revision 1 Dated 08/26/2020” annotated on each page by VA
Engineering).
Question: On the preferred pricing sheet it mentions that Taxes should be included in pricing! –and this form should be on our letterhead with SOW - is this new? The SOW – should that be like our tech approach
VA Contracting Response: This is not expected to be on your letterhead. This is referencing your technical approach.
Question: Please advise which form the VA would like our pricing on or should we fill out all of them?
VA Contracting Response: Each of these are used in a different portion of the evaluation. Please complete them all.
Question 1: Due to the great size and breakdowns of this project. Do we submit more than one Construction schedule?
VA Engineering Response to Question 1: A separate detailed schedule for each project shall be submitted with the offers.
Question 2: Due to the size and breakdowns is it possible to move the time the proposals are due to later in the day to 4:00 pm?
VA Engineering Response to Question 2: As per the Solicitation, offers are due by 12 PM (noon). The time required for when offers are due will not be changed to later in the day.
Question: Project 1, 518-18-001, second floor: On the Floor Plan drawing AE103, we are to provide new Drywall
Furring at various locations of the exterior walls. This will change the current sill condition, please clarify.
VA Engineering Response: Per A/E (Wunderlich-Malec/AECm) - At all interior wall locations where infill is required the contractor is to provide wall furring to match the existing wall thickness and provide a flush finished surface. See Sheet AE103, General Note #9, “Infill all areas where demolition occurs, to match existing.”
Question: Various elevations & details call for solid surface wall cladding & trim. There is no specification please provide.
VA Engineering Response: Per A/E (Tompkins Architects) - The solid surface materials are called out on the drawings and specified in Section 12 36 00. The material is traditionally countertop material, so that’s where we spec’d it. The solid surface column details are called out on Sheet A311. The product on those details are called out as “Corian”, which should probably say solid surface, but, regardless, it refers to the product that is specified in section 12 36 00.
Question: After review of the Plumbing plans, there is no reference to sanitary piping below the second floor for all of the new work. Please provide.
VA Engineering Response: Per A/E (Wunderlich-Malec/AECm) see attached drawing PSK-1 (file “2020-08-
26_VAMC Bedford_PSK-1 1st Floor Sanitary Plumbing Plan.pdf”).
