About this file
This document contains questions and answers related to a solicitation for construction projects at the Bedford Veterans Affairs Medical Center. The solicitation is for Project 518-18-001 to correct deficiencies in the second floor of Building 6 and Project 518-18-035 for an outpatient mental health renovation in Building 6. It is a request for proposals set aside for Service-Disabled Veteran Owned Small Businesses. The estimated value is between $10-20 million. The technical representative is Michael Sanford and administrative contracting officer is Richard Coutermarsh. A site visit was held on July 29, 2020 and proposals are due by September 4, 2020. Clarification is provided that the site superintendent can also serve as the safety officer and quality assurance manager on site, while submittals require a separate quality assurance manager. Limited use of ProCore construction management software may be allowed pending contractor discussions. The document contains photos from a site visit and confirms the project is tax exempt with a certificate provided to the awardee.

• Can the Site Superintendent serve as Site Superintendent, Quality Assurance Manager, and Safety Manager? Or will a separate individual be required for either of those three roles? VA Engineering Response, 07/30/2020: This question is vague. A Site Superintendent can also serve during construction on site as: a) the Safety Officer/OSHA Competent and Qualified Person on site as per Specification Section 01 00 00 General Requirements paragraph 1.7 “Site Safety and Health Officer” (SSHO) and “Competent Person”; and b) as the Quality Assurance Manager on site. Submittals shall be performed by a separate Quality Assurance Manager.
• Please advise if Pro Core the construction management software will be allowed to be used for this project? VA Engineering Response, 07/30/2020: A blanket statement of allowance cannot be made since we do not understand to what extent the contractor wants to use Pro Core. Limited functions of Pro Core can be used; VA Project Engineer/COR will determine after discussions with the contractor after award what functions can be used on the project.
• Is this project sales tax exempt? If the project is sales tax exempt, will the government provide a sales tax exemption certificate to the awardee; with an applicable Government contract number? Tax exempt statement will be issued to the awarded vendor after award.
• Please issue the Site Visit Roster. VA Engineering Response, 07/30/2020: Site Visit Roster needs to be issued by Contracting Officer. Only the 6 SDVOSB contractors that were on the site visit and identified themselves are listed on the Site Visit Roster.
• Who owns the existing control system in the building? Please provide their contact info. VA Engineering Response, 07/30/2020: This question is vague. Identify what control system is being asked.
During the site visit the vendors were unable to get into room B12 of Building 6. The COR took photos of the room. Pictures are attached.
• I working on the Aramark Engineering and Asset Solutions commissioning bid for the project at the Beford VAMC - projects 518-18-001 & 518-18-035. I noticed the General Commissioning Specification (sec. 01 91 00) was omitted (annotated as “not used” in table of contents) in the VHA master specifications document that was issued. Could you please send us a copy of this specification?
• VA Engineering Response, 08/05/2020: a) Specification Section 01 91 00 General Requirements has been intentionally omitted from projects 518-18-001 and 518-18-035. This type of commissioning (VA hiring a Commissioning Agent) is not part of these projects. Other types of tests for the various systems on the project (e.g. hvac, electrical, plumbing, etc.) are in the specification sections. b) 518-18-001 Table of Contents has 01 91 00 General Commissioning Requirements struck out and the words “NOT USED” inserted next to it. c) 518- 18-035 Table of Contents does not have this specification reference crossed out but should have. Therefore, cross out 01 91 00 General Commissioning Requirements and insert next to it the words “NOT USED”.
