PART I – GENERAL
STATEMENT OF WORK (SOW)
Indiantown Gap National Cemetery
Phase 5 Expansion Development
Project Number 813-028
The National Cemetery Administration (NCA) is one of three Administrations within the U.S Department of Veterans Affairs (VA) that provide for the delivery of services and benefits to Veterans. NCA is responsible for providing cemetery services to Veterans and other eligible persons pursuant to the provisions of the National Cemeteries Act of 1973 and other statutory authority and regulations (38
U.S.C. 2306, 38 U.S.C. Chapter 24, 38 CFR Parts 38-39). NCA’s responsibilities include the operation and maintenance of 134 national cemeteries, and the construction of new national cemeteries.
The purpose Indiantown Gap National Cemetery (IGAP) Phase 5 Expansion Development project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in eastern
Pennsylvania. This proposed development will provide an additional 10 years of continued burial service to a veteran population who has been served by this national cemetery since it opened. Without this project NCA is projecting gravesite depletion of casketed gravesites by April 2028, columbarium niche cremation sites by May 2030, and in-ground cremation gravesites by May 2030. In accordance with the updated master plan prepared as part of this project for the entire 677-acre site, this project will develop approximately 27 acres of the 456 undeveloped acres remaining at Indiantown Gap National Cemetery, Indiantown Gap Rd, Annville, PA 17003. This project will comprise the next construction phase of cemetery development and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. The remainder of the site will be developed in future 15-year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately
10 years will comprise this phase of construction. This project will develop approximately 15,948 gravesites, including both casket and cremation sites in new burial sections as follows:
(a) Double Depth Pre-Placed Crypts 5,122
(b) Double Depth Oversized Pre-Placed Crypts 208
(c) Traditional Full Casket sites 598
(d) In-Ground Cremains 4,020
(e) Columbarium Niches 6,000
Award will include the following CLINs:

CLIN 0002 Base Bid – Furnish and deliver to the site all pre-placed crypts.

Deductive Bid Line Items.

7. EVALUATION FACTORS FOR AWARD
The Government will award a Firm Fixed Price contract resulting from this solicitation. Award will be made to the responsible offeror whose proposal conforms to the solicitation requirements and which represents the best value to the Government, price and other factors considered. Competitive best value tradeoff source selection procedures will be used to evaluate proposals IAW FAR 15.101-1 – Tradeoff process.
Technical factors are equal in importance and sub-factors within each factor are equal in importance.
When combined, technical factors are approximately equal to price factor; however, as proposals become more equal in their technical merit, the evaluated price becomes the determining factor. The
Government may make tradeoffs between price and technical merit when determining if the increased technical merit is worth the increased price.
The Government intends to evaluate proposals and award contract without discussions with offeror(s)
(except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from technical standpoint and price. This does not preclude the
Contracting Officer from holding discussions if it is determined discussions are necessary. If the
Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If so, the competitive range may be limited for efficiency. If competitive range is established, the technical factors will be combined with the total evaluated contract price (Base CLINs/Bids and Option CLINs/Bids) to determine the competitive range.
The evaluation criteria below will be used to evaluate an offeror's proposal with respect to each of the factors and subfactors.
