AUTHORITY, OVERVIEW, AND SCOPE

AUTHORITY AND METHOD

Lottery is using the Competitive Sealed Proposal method, pursuant to its authority under ORS 461.440 and OAR 177 Division 38. Lottery may use a combination of the methods for Competitive Sealed Proposals, including optional procedures: a) Competitive Range; b) Discussions and Revised Proposals; c) Revised Rounds of Negotiations; d) Negotiations; e) Best and Final Offers; and f) Multistep Sealed Proposals.

Lottery Overview and Background As a result of two voter initiatives, Oregonians created the Oregon State Lottery in 1984, governed by its five-member commission as an agency of the State of Oregon. From modest beginnings, the Lottery has grown into a $1.3 billion organization. The Lottery is both a public trust and a market-driven business. The Lottery’s mission is to operate a lottery with the highest standards of security and integrity to earn maximum profits for the people of Oregon commensurate with the public good. The Lottery seeks to produce an overall positive impact for Oregon by balancing business priorities with its social, economic and environmental responsibilities. Lottery is supporting its mission by the objectives, technical requirements, pricing requirements and proposal evaluation approach described in this RFP. The Services requested in this RFP are critical to Lottery’s operations.

Project Overview and Purpose The Oregon State Lottery is seeking proposals from qualified Proposers to provide a comprehensive mobile application replacement solution. As the Lottery transitions from its current homegrown app, the goal is to implement a platform that enhances player convenience and inclusion through digital claims and streamlined payments, accelerates integration with both existing and future Lottery offerings, and establishes a robust technology foundation. The selected solution must not only address the Lottery’s current operational needs but also deliver adaptability to support evolving policy directions and future advancements within the gaming industry.

This RFP is specifically for an initial three-month Discovery phase. During Discovery, the awarded contractor will work in close collaboration with Lottery staff to elicit and document detailed technical, functional, and business requirements pursuant to a Lottery Services Contract substantially in the form Attachment A – 1 (the “Discovery Phase Contract”). The contractor will also demonstrate how their proposed solution would be aligned with Lottery’s requirements and provide Lottery with a clear, actionable understanding of the solution’s capabilities, integration approach, and user experience. At the conclusion of Discovery, both parties will assess readiness and alignment. Progression to the full implementation phase of the mobile app replacement solution will require a separate, subsequent agreement to be executed by Lottery and the contractor.

In addition to the core mobile application replacement outlined in this RFP, the Lottery welcomes and encourages Proposers to propose additional, complementary solutions that may further enhance operations and player experience. For example, Proposers may propose a central gaming system replacement, website management, or other integrated offerings that align with the Lottery’s long-term strategic objectives. While the primary mobile app solution will be evaluated and scored as part of this formal RFP process, the Lottery will also review and assess any supplemental proposals on an informational basis, consistent with a Request for Information (RFI) approach. This structure is designed to encourage innovative and forward-thinking solutions that can deliver both immediate and future value to the Lottery and its players. If additional solutions are being proposed, the Proposer and Lottery can discuss extending the three-month Discovery Phase as appropriate.

The proposed system(s), including security features, files, and related processes, must conform to the existing or future applicable North American Association of State and Provincial Lotteries (NASPL), World Lottery Association (WLA), International Gaming Standards Association (IGSA) and/or multi-state lottery standards.

Please note: This solicitation is limited to proposals for traditional lottery products, including related retailer equipment (e.g., hardware). Proposals for video lottery terminals (VLT) and VLT-related solutions will not be evaluated under this RFP.

Technical Approach Below outlines the core business, technical, security, and integration requirements that the proposer’s 20-page Technical Approach must address to meet the needs of the Lottery's new mobile application.

Executive Summary: The Executive Summary introduces the overall vision, key objectives, and guiding principles of the mobile app replacement project. This section emphasizes the commitment to delivering a secure, high-performing, and user-friendly solution, highlighting the collaborative partnership between the project team and the Lottery throughout the engagement. It previews the structured approach and technical capabilities brought to ensure the success of the initiative.

Transition-In & Knowledge Acquisition: This section details how the project team will efficiently transition responsibility for the existing mobile app environment, whether from an incumbent vendor or internal staff. It will describe the initial steps for onboarding, such as conducting in-depth documentation reviews, holding knowledge transfer sessions, and gaining swift access to required systems and environments. Early engagement with business and technical stakeholders will help surface risks and clarify expectations, laying a strong foundation for the project’s kickoff and subsequent activities.

Requirements Elaboration & Validation: The Requirements Elaboration & Validation section outlines the structured approach for engaging stakeholders to confirm and expand upon business, technical, and user requirements. It describes how workshops, interviews, prototyping sessions, and regular feedback loops will ensure the scope is clearly defined and all expectations are documented, prioritized, and gain buy-in from all relevant parties. This section emphasizes establishing a shared understanding that allows the project to progress smoothly through design and implementation.

Deliverables: This section consolidates all major required outputs of the engagement, describing the purpose and intended impact of each. Proposers should include descriptions and / or samples of the following:

Deliverables
Quality Expectations

Approval is required for final acceptance; conditional approvals must include dated action items and owners.

The Functional Requirements Documents (FRDs) will provide a clear, comprehensive translation of Lottery business goals and user needs into actionable and traceable requirements. Developed in close partnership with key stakeholders, the FRDs form the authoritative reference for design, build, and testing, serving as the baseline for change management across the project lifecycle.
· Covers all requirements in scope (and clearly calls out what’s not).

· Written so a developer and tester can follow it without guessing (clear IDs, plain “shall” statements).

· Each requirement ties back to a business goal/user need and forward to design and testing.

· Business rules, edge cases, and error handling are spelled out.

Security Requirements documentation specifies the security controls, compliance obligations, and risk mitigation practices that must be integrated into the new mobile app solution. This deliverable addresses topics such as encryption, authentication and authorization protocols, data privacy, audit logging, and adherence to state, industry, and Lottery-specific mandates. By embedding these requirements early and revisiting them throughout, the project upholds rigorous information security standards.
· Clearly explains what must be protected and where (app, APIs, data, integrations, third parties).

· States the required controls in a way that can be verified.

· Maps requirements to the relevant compliance obligations.

· Defines how users/systems authenticate and what data protections apply (e.g., encryption, privacy, secrets).

· Includes audit logging and security testing expectations.

Comprehensive Solution Wireframes are visual representations of the application’s user interface and workflows. These wireframes, developed through iterative cycles with stakeholder feedback, ensure that design choices reflect both functional requirements and user experience best practices, making certain that the end solution is intuitive, accessible, and aligned with organizational objectives.
· Shows the full experience end-to-end, not just “happy paths.”

· Matches the FRDs - no missing screens, no mystery features).

· Annotated enough so that build and test teams understand intended behavior.

· Reflects accessibility needs.

The Integration Plans document the technical architecture and mechanisms by which the mobile app interfaces with all relevant Lottery systems (e.g., account management, payments, notifications, and necessary third-party integrations). These plans specify data flows, protocols (including API and batch interfaces), authentication mechanisms, and scenarios for system-level testing to confirm seamless interoperability, business process continuity, and disaster recovery.
· Lists every system the app must connect to and who owns each connection.

· Describes how data moves, how connections are secured, and what happens when something fails.

· Documents key assumptions (e.g., performance, timing, volumes) and links to interface details.

· Includes the system-level test scenarios needed to prove it works end-to-end.

· Addresses operational realities (e.g., monitoring, support, recovery).

In the Data Migration Requirements, the plan for transferring legacy data into the new solution is defined in detail. This includes identification of source data sets, mapping and transformation logic, data cleansing activities, validation procedures, and security safeguards for data in transit and at rest. The migration plan guarantees that critical information is preserved, accurate, and operational from day one, minimizing disruption and supporting uninterrupted business operations.
· Identifies what data is moving, from where to where, and what “good data” looks like.

· Shows the mapping/transformations clearly, including how messy data will be handled.

· Protects data during migration (e.g., access controls, encryption, masking where needed).

· Defines how success will be checked (reconciliation/validation).

Solution Architecture & Design: This section details the overall approach to designing the technical architecture for the mobile app replacement. It explains the key design principles, technology stack choices, standards for scalability and maintainability, and the review process to gather feedback and secure buy-in from the Lottery’s technical and business teams. The architecture approach underscores flexibility, future-proofing, and robust documentation so that the solution can evolve over time.

Reporting and Analytics Approach: This should specify the measurement strategy, reporting artifacts, and analytics governance that must be integrated into the new mobile app solution. The Proposer shall include (1) their recommended end-to-end approach and tools for Lottery to access, curate, analyze, and extract data and reports, and (2) sample (redacted) documentation representative of what will be produced for the Lottery (not included as part of page count).

Implementation Plan: The Implementation Plan lays out the sequencing of activities and major milestones for the project, assuming the Proposer is awarded the implementation work post-Discovery. It details the logical progression from solution design and development through testing, user training, and go-live. This section also describes the process for securing stakeholder approvals and resourcing to ensure deadlines are met and project risks are managed effectively.

Key Persons and their Resumes Specify 3 key persons to be assigned to this project and complete Attachment 01 – Key Persons Resumes [not to exceed two (2) pages per Key Person] for each of the below roles that demonstrates the person’s qualifications and experience for the Work described in this RFP. Please see below for Key Persons requirements:

The Lottery also encourages proposers to highlight any financial benefits, such as cost efficiencies or bundled pricing, that may result from implementing multiple solutions from the same provider. Please note that any additional proposed solutions will be evaluated separately from the Mobile App Replacement RFP, in a manner like a Request for Information (RFI). However, this evaluation will occur in tandem with the RFP scoring process. If selected for the demonstration phase, proposers may also be asked to present demos of their additional solutions.

EVALUATION OF DEMOS (invite only)
To be shared with down-selected group

Evaluation criteria to be shared with down-selected group of Proposers invited to present a demo.

ADDITIONAL ROUNDS
Only if relevant

Evaluation criteria to be determined if additional rounds are needed for Lottery to make an informed decision.

The SPC will have evaluators align on a consensus score for each evaluation criterion. This consensus score will be used as a percentage multiplier of the maximum possible points for that criterion (e.g., 1=10%, 5=50%, 7.2=72%, 9=90%, etc.).

EXAMPLE:

Proposer A receives scores of 10, 9, and 9.5 from evaluators for a criterion worth 50 points. The evaluator group aligns on a consensus score of 9.5 and uses 95% as a multiplier to the possible points of 50. 50 multiplied by 95% is 47.5. Proposer A’s points for the criterion is 47.5.

RANKING OF PROPOSERS

The SPC will add the scores for each Proposal in a given round of competition (calculated by totaling the consensus scores per section for each Proposal). The SPC will determine the rank of each Proposal, with the highest score receiving the highest rank, and successive rank order determined by the next highest score.

Lottery may, in Lottery’s sole discretion, determine an apparent successful Proposer with no additional rounds of competition. If additional rounds are conducted, Lottery will rank advancing Proposers at the conclusion of each subsequent round and may determine an apparent successful Proposer at any time during the solicitation process.

NEXT STEP DETERMINATION

At the conclusion of a round of competition, Lottery may choose to conduct additional round(s) of competition if in the best interest of the Lottery. Additional rounds of competition may consist of, but will not be limited to:

Interviews Additional Presentations/Additional Demonstrations/Additional Submittal Items Discussions and submittal of revised Proposals Serial or simultaneous negotiations Best and Final Offers Competitive Range Determination If Lottery, in its sole discretion, determines that one or more additional rounds of competition is necessary, it will select a Competitive Range to indicate the Proposers that will be invited to participate in a subsequent round. The Competitive Range may include all, or at Lottery’s sole discretion, some (based primarily on a natural break in the distribution of scores), of the Proposers from a previous round. Lottery will post a notice in OregonBuys of its Competitive Range Determination and provide details about the process and schedule for the subsequent round.

Competitive Range Protest Proposers excluded from a round may submit a Written protest of Competitive Range. Protests must:

Be emailed to the SPC;

Reference the OregonBuys bid number;

Identify Proposer’s name and contact information;

Be sent by an authorized representative State the reason for the protest; and Be received within 5 calendar days after issuance of the Notice of the Competitive Range unless a different due date and time is specified in such notice.

Lottery will address all protests within a reasonable time and will issue a Written decision to the respective Proposer. Protests that do not include the required information may not be considered by Lottery.

SCORING AND RANKING OF PROPOSERS FOR SUBSEQUENT ROUNDS

If Lottery conducts two or more rounds of competition, the rounds will be scored independently. Once the ranking from a previous round is complete and a Competitive Range has been determined, Proposers participating in a subsequent round will compete on an equal basis – scores from the previous round will be set aside and will not carry over. The Proposer with the highest score from the final round will receive the highest final ranking. Lottery will establish the scoring criteria and methodology for subsequent rounds by issuing Addendum to this RFP.

Intent to Award Notice Lottery will notify all Proposers in Writing that Lottery intends to award a Discovery Phase Contract to the selected Proposer(s) subject to successful negotiation of any negotiable provisions.

1.2 INTENT TO AWARD PROTEST
