About this file

This is a pricing proposal template for RFP #S-177000-00016166, a Mobile App Replacement and Associated Technology Solutions project for a state lottery agency. The RFP requires proposers to submit a comprehensive pricing proposal consisting of three main sections: a binding Discovery Phase price proposal covering the first three months, a non-binding Implementation Phase estimate with proposed timeframe, and optional non-binding estimates for Additional Proposed Solutions. The Discovery Phase represents the firm, deliverable-based pricing component, while the Implementation Phase and Additional Solutions estimates provide preliminary cost projections to be finalized during contract negotiations. Proposers must detail staffing requirements across multiple roles including Engagement Manager, Project Manager, Lead Mobile App Replacement Developer, Developers, Business Analysts, UX/UI Specialists, QA Specialists, and Data & Analytics SMEs, with pricing presented at the role level including FTE counts, estimated hours, and hourly rates that roll up to section totals.

Pricing proposals must be complete, mathematically consistent, and clearly document all assumptions that materially affect costs. Proposers should identify cost justifications through detailed staffing and additional costs breakdowns, which help the Lottery understand the basis for their submissions. Additional costs may include pass-through vendor fees, licensing, maintenance, and hosting expenses, with proposers required to specify whether each cost is one-time or ongoing. Payment for the Discovery Phase will be incremental throughout the project based on deliverable completion milestones to be defined during contract negotiation. Proposers have the option to propose Additional Proposed Solutions and should identify any relevant cost efficiencies that could result from the Lottery pursuing these expanded offerings beyond the core Mobile App Replacement.

RFP #:S-177000-00016166 Mobile App Replacement and Associated Technology Solutions Response Template – Pricing Proposal

Pricing Proposal Template Pricing Proposal Document – Instructions to Proposers Submit a Pricing Proposal that is complete, mathematically consistent, and aligned to the required tables. Pricing must clearly roll up from role-level staffing and additional costs to section totals. Identify all assumptions that materially affect cost.

· Total cost line items are reflective of delivery of intended outcomes and milestones as outlined in the RFP, while the “staffing” and “additional costs” details help Lottery understand the justification behind Proposer’s submission(s).

· Note for Proposers: Payment will be incremental throughout the Discovery Phase, based on deliverable completion milestones to be defined during contract negotiation.

Pricing Proposal Sections Your Pricing Proposal must include the following sections, in order:

· Discovery Phase Price Proposal

· Implementation Phase Estimate (not binding) - Include proposed implementation timeframe

· If Proposer is also including Additional Proposed Solutions, then they should also provide Additional Proposed Solutions Estimates (not binding).

· If proposing more than one Additional Proposed Solution, replicate the final page for each solution.
