About this file

This is a Scope of Work document for a Request for Quote (RFQ) issued by the Orange County Transportation Authority (OCTA) for bottled water delivery and dispenser services. OCTA seeks the provision and delivery of five-gallon bottled water on a bi-weekly basis with as-needed emergency deliveries within twenty-four hours, along with the provision, installation, and maintenance of hot/cold water dispensers at two primary locations: the Garden Grove Base (11790 Cardinal Circle) requiring three dispensers and the Santa Ana Base (4301 S. McArthur Boulevard) requiring five dispensers. The contract term is two years, effective July 1, 2026 through June 30, 2028. Written questions or clarifications must be submitted by 4:00 p.m. on June 24, 2026, with responses issued via addendum by June 25, 2026. The contractor must respond to service issues and malfunctions within one business day and maintain uninterrupted service at designated locations, which OCTA may modify as operational needs change.

The total budget allocated for this two-year contract is $52,000, with award to be made on a lump sum basis to the lowest responsive and responsible bidder. All line items in the pricing proposal must be bid; firms submitting incomplete bids will be deemed non-responsive and ineligible for award. The contractor is responsible for all labor, materials, equipment, supervision, empty bottle removal at no additional cost, and dispenser maintenance and repairs. No minimum quantities are guaranteed. The successful firm must comply with all applicable Equal Employment Opportunity Laws and Regulations and certify that it is not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government. Award may be made without further discussion with bidders.
