About this file
This is a Scope of Work (Exhibit A) document for the Orange County Transportation Authority (OCTA) detailing requirements for bottled water delivery and dispenser services. OCTA seeks the provision and delivery of 5-gallon bottled water on a bi-weekly basis with as-needed emergency deliveries available within 24 hours. The contractor must provide and install new or like-new hot/cold water dispensers at contract start and maintain responsibility for all maintenance, cleaning, and repairs, with malfunctioning units requiring repair or replacement within one business day of notification. Service locations include two OCTA facilities: Garden Grove Base (11790 Cardinal Circle) with three dispensers and Santa Ana Base (4301 S. McArthur Boulevard) with five dispensers. The contract term runs for two years, effective July 1, 2026 through June 30, 2028, with questions or clarifications due in writing by 4:00 p.m. on June 24, 2026, and written addenda responses provided by June 25, 2026.
The total budget for the two-year contract period is $52,000 on a lump-sum basis, with award to be made to the lowest responsive and responsible firm. All bottled water must meet applicable health and safety standards, with bottles delivered clean, sealed, and free from defects. Empty bottles shall be removed by the contractor at no additional cost during each delivery. Quantities are estimates only with no minimum usage guaranteed, and OCTA retains the right to adjust locations, quantities, and service frequency as needed. By submitting a quote, all firms certify compliance with Ukraine/Russia-related economic sanctions and agree to comply with all applicable Equal Employment Opportunity Laws and Regulations. Firms must bid on all line items in the pricing proposal or be deemed non-responsive, and award may be made without further discussion.
