About this file

This Scope of Work (SOW) document for RFQ 250431 outlines the bottled water delivery and dispenser services required by the Orange County Transportation Authority (OCTA) in California. OCTA seeks the provision and delivery of five-gallon bottled water on a bi-weekly basis with as-needed deliveries available upon twenty-four-hour request, along with the supply, installation, and maintenance of hot/cold water dispensers at two service locations: the Garden Grove Base (three dispensers) and the Santa Ana Base (five dispensers). The contractor must respond to service issues within one business day, coordinate access with OCTA facilities, and submit signed delivery slips with all invoices. The contract term is two years, effective July 1, 2026 through June 30, 2028, with a total budget of $52,000. Written questions or clarifications must be submitted by 4:00 p.m. on June 24, 2026, with responses issued by June 25, 2026.

The award will be made to the lowest responsive and responsible firm on a lump sum basis. All firms must bid on all line items in the pricing proposal to be considered responsive; those failing to do so will be deemed non-responsive and ineligible for award. The successful contractor must comply with all applicable Equal Employment Opportunity Laws and Regulations and certify that it is not subject to any Ukraine/Russia-related economic sanctions imposed by California or the United States Government. No minimum quantities are guaranteed, and OCTA reserves the right to adjust service locations, quantities, or delivery frequency as needed. All bottled water must meet applicable health and safety standards, with bottles delivered clean, sealed, and free from defects, with empty bottles removed at no additional cost to OCTA.
