About this file

This document contains pre-proposal questions and answers relating to solicitation number RFPN62742-21-R-1318 for the construction of sixteen munitions storage igloos, roadway reconstruction/resurfacing, associated utilities and security features, and incidental related work at Andersen Air Force Base in Guam.

One question asked the Navy to provide anomaly count data from previous projects within 1 or 3 kilometers of the site to assist contractors in estimating labor costs for munitions and explosives of concern clearance work. However, the Navy declined to provide anomaly count data and instructed bidders to price the work per specifications, noting that historic averages may differ from actual site conditions. This response indicates contractors are expected to assume full risk if anomaly counts are significantly higher than averages.

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1318

WON 1640581, FY22 MCAF PROJECT P-31054/AJJY073105P4, PDI: MUNITIONS

STORAGE IGLOOS IV,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

16. Specification section 01 57 19.03 20 paragraph 1.4 Anomalies - state “Historic anomaly averages contained within various memos, such as the E1-16B memo, incorporated into this contract do not reflect conditions at the project site. Contractor assumes the risk that the number of anomalies encountered at the project site may differ from historic averages.”

We are requesting the following:

a. Anomaly count for any previous projects within 1.0 kilometers of the project site.

Projects within 3.0 kilometers if none within 1.0 kilometer.

b. If unable to provide previous project anomaly count can the navy provide an anomaly count, they would determine to be unreasonable or unforeseen.

c. Contractor must otherwise price risk into contract that may be significantly higher than the navy assumes and be detrimental to government procurement efforts. Contractors that under bid the project may be at higher risk to stop work leaving the project behind schedule and inevitably over budget while navy searches for new MEC contractor. The anomaly count basis is the only way for a MEC contractor to assume labor effort on the project site. Without a basis for estimate it will create huge disadvantage to companies unwilling to accept risk of encountering high anomaly counts, further reducing competition, and further driving up the cost of MEC clearance activities.

ANSWER: An anomaly count will not be provided. Bid per specifications.
