About this file

This notice provides answers to four questions from potential offerors on solicitation number RFPN62742-21-R-1318 from the Department of the Navy Naval Facilities Engineering Command. The solicitation is for the construction of sixteen munitions storage igloos, roadway reconstruction/resurfacing, associated utilities and security features at Andersen Air Force Base in Guam. One question regarded adding an economic price adjustment clause to provide pricing stability given current materials market volatility, though the RFP remains unchanged. Another question confirmed a typographical error in quantities for excavation work to be corrected in Amendment 0003. Clarification was also provided that drawing G102 in Amendment 0001 identifies the locations of two priced options for additional munitions storage igloo construction. Lastly, it was confirmed the two priced options are for constructing munitions storage igloos as the solicitation is a design-bid-build contract.

PRE-PROPOSAL QUESTIONS & ANSWERS

WON 1640581, FY22 MCAF PROJECT P-31054/AJJY073105P4, PDI: MUNITIONS

STORAGE IGLOOS IV,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. Document 00700 (RFP)

Given the current extreme volatility in construction materials pricing (steel, lumber, electrical, plastic products, etc.), manufacturers and suppliers are unwilling to commit to pricing beyond 30 to 60 days. This places an enormous pricing risk on prime contractors and subcontractors including many small business firms that would like to compete for this project. With this material pricing uncertainty facing the U.S. construction industry, it’s very difficult and costly to submit firm fixed prices. There is a fair and equitable solution available under FAR 52.216-4 Economic Price Adjustment-Labor and Material. This clause protects both the Government and the contractor from price fluctuations. In reviewing the list of FAR clauses included in the RFP solicitation documents, FAR 52.216-4 was not included. Please consider adding FAR 52-216-4 to the solicitation to provide a fair and equitable clause that will help all parties including the Government, contractor and subcontractors avoid uncontrollable price increases due to the volatile materials market.

ANSWER: The RFP remains unchanged.

2. SF1442 RFP Price Proposal Schedule, Page 3 of 5, SLIN 0001AB

On Sub line-item number 0001AB, it was stated that the estimated quantity for all labor, material and equipment to over excavate into soil is only 3.317 (three decimal point three one seven) cubic yard. Please confirm if this is a typographical error.

ANSWER: Yes, this is a typographical error. Amendment No. 0003 corrects estimated quantity to “3,317”.

3. SF1442 RFP Price Proposal Schedule, Page 4 of 5 / Drawing G-102, CLIN 0002 and CLIN

003.

On the contract line-item number 0002 and 0003 mentioned the options item no. 1 and no. 2 respectively as the price for all work to design and construct one (1) munitions storage igloo (MSI) designated as option on drawing G102. However, drawing G102 does not indicate the location of the option 1 and 2. Please provide the locations of option 1 & 2 in drawing G102.

ANSWER: The revised Sheet G-102 issued in Amendment No. 0001 indicates the locations of

Bid Option No. 1 and Bid Option No. 2. See document titled, “P31054_Amd0001- Attchs.pdf”.

4. SF1442 RFP Price Proposal Schedule & RFP, Page 58 / 118, CLIN 0002 and CLIN 003, Construction Experience

The RFP is a Design-Bid-Build (DBB) Contract. However, on the contract line-item number 0002 and 0003 mentioned the options item no. 1 and no. 2 respectively as the price for all work to design and construct one (1) munitions storage igloo (MSI) designated as option on drawing G102. Please clarify if the Options are to construct the Munition Storage Igloos.

ANSWER: Confirmed, options are for the construction of munitions storage igloos. See Amendment No. 0003.
