The Contractor must submit exact crane coordinates (in minutes, degrees, seconds, and elevations), proposed dates of use, equipment certifications, and proposed maximum height of equipment for approval and coordination with TERPS. Refer to the Architectural Compatibility and Base Design Standards (ACBDS) for additional information.
i. Access to the project site will be as shown in the Contract Drawings unless otherwise approved by the Contracting Officer. The Contractor may be directed to use alternate access routes to accommodate munitions operations.
j. The Contractor must allow for work delays totaling 20 workdays per calendar year (may not be consecutive). These delays may be due to Government/36 MUNS operations, exercises, etc.
k. The work under this contract requires special attention to the scheduling and coordination of vegetation disturbance/clearing. No vegetation disturbance/clearing is allowed without specific prior approval from the Contracting Officer. Cultural and natural resource mitigation must be performed in accordance with Cultural Resources Performance Work Statement (PWS) and Natural Resources PWS attached to Section 01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS.
The Contractor must complete Cultural Resource mitigation at the earliest opportunity after Contract Award. Construction work may not begin until the contractor obtains all the necessary vegetation clearing approvals.
l. The Contractor is required to perform soil borings at each munitions
SECTION 01 14 00 Page 2 storage igloos as indicated and submit to the Contracting Officer for approval prior to commencing construction activities.
Activities/approvals related to this work must be accounted for in the construction schedule.
m. The Contractor is required to complete Cultural Resources Awareness Training. Environmentally Sensitive Area (ESA) Site 66-08-2103 is identified as ineligible and subject to inadvertent discovery. For ESA Site 66-08-2102, archaeological data recovery is required. Construction work within the ESA Site 66-08-2102 may not begin until the data recovery and fieldwork has been completed and approved by the Contracting Officer. Upon approval, ESA Site 66-08-2102 will be subject to inadvertent discovery.
n. Contractor is required to complete a Natural Resource Awareness Training and submit a Hazard Analysis and Critical Control Point (HACCP) Plan to the Contracting Officer for approval prior to commencing construction activities.
o. Construction activities must first occur from north to south along 5th Street, then continue on to 6th Street.
p. Reconstruction of 6th Street will be performed by others (P-3105 (Phase 3) project) with construction activities scheduled to be completed prior to Contract award.
q. The P-3105 (Phase 3) Project will construct MSMs to the North side of the project site along 6th Street. Construction activities may be ongoing simultaneously. Coordinate site conflicts with the Contracting Officer.
r. The P-1366 (Phase 2) Project will construct MSMs to the South side of the project site along 6th Street. Construction activities may be ongoing simultaneously. Coordinate site conflicts with the Contracting Officer.
s. The electrical and telecommunications site infrastructure will be constructed by others P-3105 (Phase 3) project. Segments of the electrical and telecommunications site infrastructure, including stub-outs at each MSM on 6th Street, located within the project limits are expected to be completed prior to Contract award. Remaining electrical and telecommunications site infrastructure, including generator building and telecommunications building are expected to be completed within 8 months of Contract award.
t. The work under this contract, unless noted otherwise, must be completed and accepted by the Government 687 Calendar days after NTP.

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials must be outside of peak traffic hours (6:30 to 8:00 a.m. and 3:30 to 5:00 p.m.) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.4.1.1 Subcontractors and Personnel Contacts
Provide a list of contract personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.4.1.2 Additional Personnel Requirements
1.4.1.3 Installation Access
Obtain access to Navy and Air Force installations through participation in the Defense Biometrics Identification System (DBIDS). Requirements for Contractor employee registration, and transition for employees currently under Navy Commercial Access Control System (NCACS), are available at https://www.cnic.navy.mil/om/dbids.html . No fees are associated with obtaining a DBIDS credential.
Participation in the DBIDS is not mandatory, and Contractor personnel may apply for One-Day Passes at the Base Visitor Control Office to access an installation.
1.4.1.3.1 Registration for DBIDS
Registration for DBIDS is available at https://www.cnic.navy.mil/om/dbids.html . Procedure includes:
a. Present a letter or official award document (i.e. DD Form 1155 or SF 1442) from the Contracting Officer, that provides the purpose for access, to the base Visitor Control Center representative.
b. Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
c. Provide completed SECNAV FORM 5512/1 to the base Visitor Control Center representative to obtain a background check. This form is available for download at https://www.cnic.navy.mil/om/dbids.html .

e. Upon successful completion of the enrollment process, the Contractor employee will be issued a DBIDS credential, and will be allowed to proceed to worksite.
1.4.1.3.2 DBIDS Eligibility Requirements
Throughout the length of the contract, the Contractor employee must continue to meet background screen standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
An adjudication process may be initiated when a background screen failure results in disqualification from participation in the DBIDS, and Contractor employee does not agree with the reason for disqualification.
