Traffic Count Software as a Service (SaaS) - RFP Supplemental Files
This is a Request for Proposal (RFP) supplemental files document for the Maine Department of Transportation (MaineDOT), Traffic Engineering Division-Traffic Monitoring Section, seeking a comprehensive Traffic Count Software as a Service (SaaS) solution. The procurement targets a cloud-based platform capable of managing approximately 5,000-7,000 annual portable Short Duration Counts (SDCs), 130+ Continuous Count Sites (CCSs), 22 Continuous Turning Movement Sites, and 16 Weigh in Motion sites, with potential future expansion to 12,000 portable counts. The solution must support full data collection, processing, quality control, scheduling, and reporting functionalities, including federal reporting requirements for HPMS and TMAS submissions. The RFP deadline for submitting questions is November 17, 2025, at 11:59 p.m. local time, with proposals due December 3, 2025, at 11:59 p.m. local time via the Vendor Self Service system. The contract has an initial performance period from January 10, 2026, through March 9, 2029, with potential extensions through two additional three-year renewal periods, potentially extending contract services through March 9, 2035.
The cost proposal will be scored using a mathematical formula where the lowest bid receives 30 points, with subsequent bids scored proportionately lower, as part of an overall 100-point evaluation scale (20 points for organizational qualifications, 50 points for proposed services and technical assessment, and 30 points for cost). The solution must support integration with multiple equipment types including Gridsmart, Miovision, Rekor, Currux, ECM HERA, ECM HESTIA, and Kistler Data Logger cameras and sensors. Drakewell Inc. is the current incumbent service provider. The successful vendor must provide comprehensive implementation services, including system configuration, data conversion of current and up to ten years of historical traffic count data, training for departmental users and external consultants, and deployment support. The contract is federally funded, requiring compliance with Federal Funding Contract Rider D. The State will process payments on net 30 terms upon receipt of accurate invoices, and the Department reserves the right to conduct vendor demonstrations and may negotiate with the highest-ranked bidder.
