About this file
This is a Request for Proposals (RFP) document from the City of Edinburg, Texas, for the lease of city-owned property and operation of a drag strip (racetrack) located at South Texas International Airport. The RFP seeks a qualified organization or individual to maintain the 158-acre premises and operate the drag strip facility, which features abandoned pavements configured for quarter-mile drag racing and customer parking. Proposers must be active members in good standing with the National Hot Rod Association (NHRA), International Hot Rod Association (IHRA), or other recognized drag racing sanctioning body. The RFP aims to identify the most qualified proposer who will operate the drag strip for community benefit while generating revenue for the airport's fund. The document does not specify response deadlines, site visit requirements, bidders' conferences, or award dates within the provided excerpt.
The monthly rent for the lease is established at $6,556.05 during the primary period, calculated based on a per-square-foot baseline rate to comply with the City of Edinburg's covenant with the United States Government to charge fair market rates. In addition to monthly rent, the proposer awardee will be required to pay compulsory fees, charges, and negotiated percentages of racetrack income and ancillary income to the City. For any extension or option years beyond the primary lease period, the monthly rent will be adjusted based on the Consumer Price Index for All Urban Consumers (CPI-U) percentage calculated from the twelve previous months, with adjustments applied in the first month of each extension or option year. The RFP does not indicate specific set-aside provisions, incumbent information, or detailed funding sources within the provided document excerpt.
