Inmate Communications Solution Requirements Document Summary

This is a requirements attachment for Collin County, Texas's Inmate Communications Solution (IPCS) procurement, establishing comprehensive specifications for inmate telephone services, video communication systems, inmate tablets, and related detention facility infrastructure. The county seeks an integrated system encompassing inmate phone services in admissions and housing areas, video visitation services with privacy booths for attorney, court, and public use, inmate tablets with educational and entertainment content, law library access, mail services, electronic staff rounds tracking, and inmate location tracking systems. The requirements document details functional specifications across 22 major requirement categories, including general system requirements, inmate telephone operations, video communication capabilities, tablet functionality, and attorney-client privileged communication protections. The document specifies that vendors must provide detailed responses to all requirements, acknowledging compliance as "yes" (system performs function with no setup required or is configurable without source code changes) or "no" (system does not perform function, to be listed as exceptions in proposals), with detailed explanations required for any non-compliance items as outlined in Section 7.0 of the specifications.

Key operational requirements mandate 24/7 customer service and technical support with tiered escalation procedures, integration with Tyler Technologies JMS for centralized data management and billing through existing commissary provider Keefe Commissary Services, FCC compliance for rate caps and pre-pay account management, and provisions for qualified expert testimony and subpoena responses. The system must support programmable device access based on inmate location, time, date, and facility parameters; implement anti-strangulation hardware and detention-grade tamper-resistant equipment; provide multiple language support including IVR prompts; and maintain secure encrypted data storage with attorney-client privilege protections for privileged communications at no charge to inmates or legal representatives. Vendors must employ two on-site technicians meeting background check and training requirements and ensure compliance with Texas administrative codes (37 TAC 265.7, 265.8, 291.1-291.4, 275.1, 281.4, 285.3, 287.1, 287.4) and federal record retention requirements while supporting advanced features including three-way call detection, crime tip reporting systems, and health monitoring alerts for high-risk inmates.
