RFP #32110-45825 Amendment #4 Summary
This document is Amendment #4 to a Request for Proposals issued by the State of Tennessee, Department of General Services, for comprehensive statewide facilities management services spanning 769 properties totaling approximately 20.4 million square feet. The amendment updates the RFP schedule of events with revised timelines for all critical milestones. Key dates include a mandatory pre-response conference on March 16, 2026, a written questions deadline of March 20, 2026, Section A(1) response deadline of April 23, 2026, mandatory site visits scheduled between May 7 and May 22, 2026, and a final response deadline of June 17, 2026. Technical evaluations will be completed by July 6, 2026, with respondent oral presentations and interviews scheduled for July 13-17, 2026. Cost proposals will be opened and scored on July 20, 2026, followed by a Notice of Intent to Award on July 31, 2026. The protest period ends August 7, 2026, with negotiations extending through September 25, 2026, and a contractor signature deadline of October 1, 2026.
The contract encompasses an estimated value of $1.5 billion and includes an initial sixty-month term with four optional renewal periods (one twenty-four-month option and three twelve-month options) for a maximum total contract term of 120 months. Services requested include janitorial and custodial operations, landscape and grounds maintenance, preventative and remedial maintenance, facility inspections, emergency management, equipment and asset management, project management, and 24/7 call center services. The RFP does not restrict responses to particular entity types or disadvantaged enterprises, and no incumbent vendors are identified. Respondents must demonstrate financial stability, maintain a 24/7 call center, achieve a minimum 60% response rate on the Services Matrix, and provide evidence of managing multi-site portfolios encompassing at least five different facility types across a minimum of ten million square feet for five consecutive years. Evaluation criteria award points based on general qualifications (10 points), technical qualifications and approach (50 points), oral presentation (10 points), and cost proposal (30 points) for a maximum of 100 points. The contractor's management fee is structured as 50% at-risk subject to performance against Key Performance Indicators and Service Level Agreements.
