About this file

This is a Services Matrix attachment for a Request for Proposals issued by the State of Tennessee, Department of General Services, Central Procurement Office, in conjunction with Tennessee State University, Tennessee Wildlife Resources Agency, Department of Transportation, and Department of Disability & Aging for comprehensive facilities management services. The RFP seeks a single contractor to manage day-to-day facility operations and maintenance across 769 properties totaling approximately 20.4 million square feet, including offices, laboratories, healthcare facilities, educational institutions, and specialized structures. Respondents must complete the Services Matrix by indicating experience (either "P" for self-performing or "S" for subcontractor management) across 30+ facility types and 50+ service categories including janitorial services, landscaping, preventative maintenance, security, asset management, and specialized services. A mandatory pre-response conference is scheduled for March 16, 2026, with written questions due by March 20, 2026, Section A(1) responses due April 9, 2026, mandatory site visits April 20-30, 2026, and final responses due May 27, 2026. Technical evaluations will be completed by June 12, 2026, with oral presentations scheduled June 22-26, 2026, cost proposal opening June 29, 2026, Notice of Intent to Award July 10, 2026, and contract signature by September 10, 2026. The contract includes an initial 60-month term with four renewal options (one 24-month and three 12-month periods) for a maximum 120-month total.

Respondents must achieve a minimum 60% response rate on the Services Matrix and demonstrate five consecutive years of experience managing multi-site portfolios encompassing at least five different facility types across a minimum of ten million square feet. The State estimates total purchases at one billion five hundred million dollars with no minimum purchase guarantee. Compensation is structured through individual Operations Budgets for each Participating Entity including management fees, labor costs with burden rates, supplies and materials, and call center and computerized maintenance management system fees, with the contractor's management fee at 50% at-risk based on performance against Key Performance Indicators and Service Level Agreements. The contractor must pass through all subcontractor expenses without markups and maintain comprehensive insurance coverage including commercial general liability of two million dollars, cyber liability of three to five million dollars, crime insurance of one million dollars, and automobile liability of one million dollars. No set-aside designations, incumbent vendors, or current contractor restrictions are identified in available materials.
