About this file
This is a Services Matrix attachment for a Request for Proposals issued by the State of Tennessee, Department of General Services, Central Procurement Office, in conjunction with Tennessee State University, Tennessee Wildlife Resources Agency, Department of Transportation, and Department of Disability & Aging. The matrix establishes the required experience qualifications that respondents must demonstrate across 20 facility types (including courthouses, museums, offices in historical sites, schools, hospitals, correctional facilities, and data centers) and 40 service categories (including janitorial services, landscaping, preventative maintenance, security, project management, and sustainability services). Respondents must indicate their experience by marking "P" for self-performed services or "S" for subcontracted services in the corresponding cells. The RFP requires a mandatory pre-response conference on March 16, 2026, with written questions due by March 20, 2026, Section A(1) responses due April 9, 2026, mandatory site visits scheduled for April 20–30, 2026, and final proposal responses due May 27, 2026. Technical evaluations will be completed by June 12, 2026, with oral presentations scheduled for June 22–26, 2026, and cost proposal opening on June 29, 2026. The Notice of Intent to Award is expected July 10, 2026, followed by contract negotiations through September 4, 2026, and contract signature by September 10, 2026. The contract structure includes an initial 60-month term with four optional renewal periods (one 24-month option and three 12-month options) for a maximum total contract term of 120 months.
Respondents must achieve a minimum 60% response rate on the Services Matrix to be considered qualified. The estimated total contract value is $1.5 billion with no minimum purchase guarantee specified. Compensation is structured through individual Operations Budgets for each Participating Entity, including management fees, labor costs with burden rates, supplies and materials, and call center and computerized maintenance management system fees, with the contractor's management fee 50% at-risk based on performance against Key Performance Indicators and Service Level Agreements. The RFP contains no set-asides or restrictions limiting responses to particular entity types or disadvantaged enterprises; any organization meeting the qualifications may respond. No incumbent vendors or current contractors are identified. Respondents must demonstrate financial stability through current credit ratings, maintain a 24/7 call center capability, and provide evidence of managing multi-site portfolios encompassing at least five different facility types across a minimum of 10 million square feet for five consecutive years. Required insurance coverage includes commercial general liability of $2 million, cyber liability of $3–5 million, crime insurance of $1 million, and automobile liability of $1 million. The contractor must pass through all subcontractor expenses without markups.
