The amendment updates the schedule of events for the solicitation process. Key deadlines include a pre-response conference on February 26, 2026, at 10:00 a.m. CST; written questions and comments due March 4, 2026, at 2:00 p.m. CST with state responses issued April 17, 2026; proposal submission deadline of April 30, 2026, at 2:00 p.m. CST; technical evaluation completion by May 26, 2026; cost proposal opening and scoring on May 27, 2026; optional negotiations scheduled June 3-10, 2026; and Notice of Intent to Award release on June 11, 2026, at 4:30 p.m. CST. The protest period concludes June 18, 2026, with the contractor signature deadline set for June 25, 2026, at 2:00 p.m. CST. The contract is effective January 1, 2027, for an initial term of thirty-six months with renewal options for up to two additional twelve-month periods and potential extension up to 180 days, not to exceed sixty months total.
The amendment confirms all other terms and conditions of the RFP remain in full force and effect. The services requested include armed Facility Protection Officers, supervisors, contract managers, assistant contract managers, and recruiters/quality control managers, with the contractor responsible for all personnel, equipment, training, supervision, and management costs. The contractor must maintain a valid Tennessee Contract Security Company License, establish physical office locations in each of Tennessee's three Grand Divisions, and comply with extensive training requirements for personnel, including 24 hours of firearms instruction, 8 hours of intermediate weapons training, 4 hours of emergency medical training, and 18 hours of patrol procedures. The estimated state liability is $50,000,000 with no minimum purchase guaranteed. Evaluation criteria allocate maximum points as follows: general qualifications and experience (15 points), technical qualifications and approach (55 points), and cost proposal (30 points). The incumbent contractor, providing services under Contract #73187, is eligible to compete, with historical data showing annual FPO hours ranging from 124,122 in 2022 to 301,314 in 2025.
