About this file
This is a training guide and minimum curricula requirements document developed by the State of Tennessee Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security for the Facility Protection Services contract (RFP 32110-22726). The document establishes comprehensive training standards for armed Facility Protection Officers and related personnel assigned to safeguard state-owned and state-leased facilities across seven regions: Nashville, Knoxville, Chattanooga, Memphis, Jackson, Lawrenceburg, and Cookeville. The training curriculum requires 24 hours of firearms instruction (including weapons safety, nomenclature, maintenance, and proficiency demonstration of at least 75% in daylight and darkness), 8 hours of intermediate weapons training (4 hours chemical spray and 4 hours baton), 4 hours of emergency medical training covering basic first aid, CPR, and pathogen awareness, 18 hours of patrol procedures, 4 hours of interpersonal communications, 8 hours of physical defense tactics, 14 hours of criminal and constitutional law, 2 hours of written communications, 2 hours of human relations, 4 hours of criminal justice system overview, 40 hours of annual in-service training (with 8 hours dedicated to firearms), 32 hours of Tennessee Department of Safety and Homeland Security facility training, and 16 hours of on-the-job training at an assigned post. All instructors must be departmental and/or POST (Peace Officer Standards and Training) approved, with firearms instruction requiring either NRA or POST certified instructors and Tennessee Handgun Permit Instructor credentials. The contract is effective January 1, 2027, with an initial thirty-six-month term renewable for up to two additional twelve-month periods and potential extension up to 180 days, not to exceed sixty months total.
The curriculum requirements apply to all contractor personnel and represent the foundation for quality control and personnel qualification standards throughout the contract term. The incumbent contractor, currently providing services under Contract #73187 since January 1, 2022, is eligible to compete, with historical contract data indicating annual FPO service hours ranging from 124,122 hours in 2022 to 301,314 hours in 2025. The contractor must ensure all Facility Protection Officers, supervisors, contract managers, and related personnel complete these training requirements prior to or immediately upon assignment; contract managers must possess minimum five years of specialized experience, assistant contract managers minimum three years, and supervisory and specialized personnel must meet documented qualifications. The State has established a pre-response conference for February 26, 2026, at 10:00 a.m. CST, with written questions due by March 4, 2026, state responses issued March 25, 2026, and proposals due April 1, 2026, at 2:00 p.m. CST. Technical evaluations will be completed by April 23, 2026, cost proposals opened April 24, 2026, optional negotiations scheduled May 1-8, 2026, and the Notice of Intent to Award released May 11, 2026.
