About this file
Attachment L Grand Divisions
Attachment L is an image file referenced in RFP 32110-22726 issued by the State of Tennessee Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security. The image depicts Tennessee's three Grand Divisions—East, Middle, and West—which define the geographic regions for facility protection services. Contractors must establish physical office locations in each of these three Grand Divisions to service state-owned and state-leased facilities across multiple cities including Nashville, Knoxville, Chattanooga, Memphis, Jackson, Lawrenceburg, and Cookeville. The pre-response conference is scheduled for February 26, 2026, at 10:00 a.m. CST; written questions are due March 4, 2026, with official responses issued March 25, 2026. Proposals must be submitted by April 1, 2026, at 2:00 p.m. CST, with technical evaluations completed by April 23, 2026, cost proposal opening on April 24, 2026, optional negotiations occurring May 1-8, 2026, and a Notice of Intent to Award released May 11, 2026. The contract becomes effective January 1, 2027, with an initial thirty-six-month term renewable for up to two additional twelve-month periods at the State's sole option, with potential extension up to 180 days not to exceed sixty months total.
The estimated state liability is fifty million dollars with no guaranteed minimum purchase. The incumbent contractor, providing services since January 1, 2022, through December 31, 2025, is eligible to compete. Historical data indicates annual Facility Protection Officer hours ranging from 124,122 in 2022 to 301,314 in 2025. Contractors bear all costs for licenses, permits, background checks, training, equipment, uniforms, ten marked vehicles no more than three years old, firearms, insurance, and drug screening including quarterly random testing of ten percent of the workforce. Required insurance includes cyber liability coverage of three million dollars per occurrence and five million dollars annually, plus commercial general liability, workers' compensation, automobile liability, professional liability, and crime insurance. No specific set-asides are designated for disadvantaged enterprises; however, all respondents must certify Iran Divestment Act compliance and attest they will not knowingly utilize illegal immigrants.
