Minimum Curricula Requirements Training Guide - Tennessee Department of Safety and Homeland Security Facility Protection Services
This is a training guide attachment outlining minimum curricula requirements for Facility Protection Officers (FPOs) employed under the State of Tennessee's facility protection services contract administered by the Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security. The training program mandates 24 hours of firearms instruction covering weapons safety, nomenclature, maintenance, firing positions, and proficiency demonstration of at least 75% in both daylight and darkness conditions, with candidates required to fire a minimum of 1,000 rounds during basic training at distances not exceeding 25 yards. Additional required training includes 8 hours of intermediate weapons instruction (4 hours chemical spray and 4 hours baton), 4 hours of emergency medical training covering basic first aid, CPR, and bloodborne pathogens, 18 hours of patrol procedures encompassing officer survival, crime in progress response, crime scene evidence protection, communication procedures, and crisis intervention, 4 hours of interpersonal communications including victim interviews and police-citizen contacts, 8 hours of physical defense tactics including suspect control and handcuffing procedures, 14 hours of criminal and constitutional law addressing First, Fourth, Fifth, Sixth, Eighth, and Fourteenth Amendment protections and civil liability, 2 hours of written communications focused on police reporting, 2 hours of human relations covering domestic terrorism awareness, 4 hours of criminal justice system overview addressing court roles and correctional systems, mandatory 40 hours of annual in-service training with 8 hours dedicated to firearms, 32 hours of Tennessee Department of Safety and Homeland Security facility-specific training prior to assignment, and 16 hours of on-the-job training at a comparable post before beginning facility assignment.
The curricula requirements apply to all armed personnel contracted under RFP 32110-22726 and must be delivered by departmental or POST-approved instructors or NRA-certified instructors qualified to teach Tennessee handgun permit courses. Training requirements establish baseline competency standards for facility protection operations across multiple state regions and are mandatory prerequisites for personnel assuming protective duties at state-owned and state-leased facilities. These requirements ensure compliance with Tennessee Code Annotated Section 4-3-2019 Section 2D and establish consistent training standards across the contractor's entire workforce throughout the contract period commencing January 1, 2027.
