About this file
This is a uniform regulations document issued by the State of Tennessee Department of Safety and Homeland Security establishing mandatory dress codes, equipment specifications, and grooming standards for all Facility Protection Officers (FPOs) employed under the facility protection services contract. The document prescribes comprehensive uniform requirements including light gray short-sleeve or long-sleeve shirts with dark gray shoulder epaulets, dark gray trousers with light gray lateral seams, dark gray clip-on neckties for winter uniforms, and optional dark gray ball caps or stocking caps for outdoor wear. FPOs must wear shoulder emblems featuring a yellow seven-point star with the Tennessee State Seal and "Facility Protection Officer" designation on both sleeves, a badge patch on the upper left front of the jacket, and commission cards affixed to the right shoulder epaulet. All uniforms must be worn in their entirety while on duty, with seasonal transitions occurring April 1st (winter to summer) and November 1st (summer to winter). The document specifies approved leather gear including black basket weave belts with matching holsters, impact weapon cases, magazine cases, chemical weapon cases, handcuff cases, and radio carrying cases, with silver-colored hardware for FPOs and gold-colored hardware for supervisors. Footwear must consist of polished black shoes or boots made of leather or vinyl, and FPOs must wear black socks of sufficient length to cover the leg when seated or standing.
The regulations mandate that all uniform accessories and insignias must be authorized and prohibit unauthorized adornment of uniforms or duty belts with non-approved items. FPOs are required to carry only state-approved handguns and ammunition, a single set of silver stainless steel handcuffs, a 21-inch expandable steel baton, and a 2-ounce can of Freeze + P CS/OC chemical spray. Protective vests are permitted but must be worn only under the uniform shirt. The uniform shall not be worn off-duty except when traveling to and from the workplace and shall never be mixed with civilian clothing. FPOs are prohibited from allowing unauthorized persons to wear any part of the uniform, with violations resulting in removal from state facility assignments. The document emphasizes that uniformed FPOs, although contract employees, are publicly recognized representatives of the State of Tennessee and must maintain strict standards regarding uniform appearance, care, and proper wear at all times while performing duty.
