HYDROGRAPHIC DATA COLLECTION SERVICES
INDEFINITE DELIVERY/INDEFINITE QUANTITY
(IDIQ) FOR THE BUREAU OF RECLAMATION’S
UPPER COLORADO BASIN REGION
THIS IS A REQUEST FOR STANDARD FORM 330 (SF
330), ARCHITECT-ENGINEER QUALIFICATIONS.
SUBMISSION REQUIREMENTS
1. CONTRACT INFORMATION: This procurement is a small business set-aside for Architect-
Engineering Services, which will be performed in accordance with FAR Part 36.6 – Architect- Engineer (A-E) Services. The North American Industrial Classification System code is 541370, which has a size standard of $19 million in average annual receipts. The anticipated contract method is a multiple award Architect-Engineer Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The anticipated total contract ceiling amount is $48 million over five years. The Federal Acquisition Regulation (FAR) Clause 52-217-8 Option to Extend Services will be included.
The Government intends to award to a minimum of two (2) firms with a guaranteed contract minimum of $2,500.00. The contract will also include FAR Clause 52-217-8 Option to Extend Services. Rates for the optional six-month period will be requested on Schedule B of the request for proposal issued to successful firms. Separate performance periods will be established for each task order based on the magnitude of the individual scope, and the customer’s requirements. The minimum order amount per task order is $2,500.00 and the maximum order amount per task order is $1,000,000.00.
Approximately ninety (90) percent of the work will be performed within the State of New Mexico with most of the hydrographic surveying within the Middle Rio Grande corridor which is centrally located within the State of New Mexico.
This request does not guarantee work to selected firms. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via the SAM Internet site at https://www.sam.gov or by contacting the Federal Service Desk at 1-866-606-8220. Per FAR Provision 52.204-7 System for Award Management, an offeror is required to be registered in SAM when submitting an offer and the Government will verify that an offeror is currently registered in SAM upon receipt of any offer. Any offeror found not registered in SAM at time of receipt of their offer will result in the Government immediately disqualifying their offer from further consideration for evaluation and award. In addition, any offeror’s registration that expires any time between submission of its offer and the time of award shall also be determined no longer qualified for consideration for such award. As such, each offeror is strongly encouraged to verify that they are currently registered in SAM and that their registration will not expire after they submit their offer.
The Government cannot legally make ANY exceptions to this registration requirement for this procurement.

2. PROJECT INFORMATION: See Attachment 1 – Statement of Work; and Attachment 2 – Photos of Typical Conditions.
3. EVALUATION PROCESS: The Evaluation process will be a two-step process as follows:
Step 1: Evaluation of the SF 330 Request for Qualifications information to establish at least three (3) of the most technically qualified firms.
Step 2: At least three (3) of the most technically qualified firms will be interviewed. Interviews will be conducted at the Bureau of Reclamation, Albuquerque Area Office, located at 555 Broadway Blvd NE, Suite 100, Albuquerque, NM 87102.
Successful firms will then be asked to provide a proposal as per FAR Part 36.606 and any awards will be negotiated in accordance with FAR Part 15 which will need to be determined fair and reasonable. The Government intends to award contracts to a minimum of two (2) firms, but reserves the right to award more, fewer, or no contracts at all.
EVALUATION CRITERIA:
Selection Criteria as per FAR Part 36.602 – Selection of Firms for Architect-Engineer Contracts.
1. Professional qualifications necessary for satisfactory performance of required services. Factors 1.a through 1.j will be rolled-up into an overall score for evaluation factor 1:
a. Hydrographic Data Collection: Collection of field data, possibly including but not limited to the tasks listed below, and preparation of reports documenting data collection activities.
i. Cross-section surveys, or topographic surveys, of the river channel and floodplains.
ii. Collection and laboratory analysis of riverbed material samples, floodplain soil samples, and/or suspended sediment samples.
iii. Collection of water quality samples may also be required on a limited basis.
iv. Collection of groundwater levels, subsurface well bore logs, piezometer and well completion details, well development details, pressure transducer data, aquifer test data including pumping and observation well drawdown and recovery water level data, collection of in-situ soil samples for geotechnical and aquifer parameters.
v. Collection of groundwater samples may also be required on a limited basis.
vi. Discharge measurements, velocity measurements, water surface elevation measurements, and roughness calibrations.
vii. Scour measurements and bank erosion measurements.
viii. Bed form surveys and bed load measurements.
ix. Installation and operation of stream gages or data collection devices.
b. Collection of LiDAR elevation data and river channel location adhering to the USGS 3DEP QL0 elevation accuracy standards and specified ASPRS horizontal accuracy standards.
c. Color-infrared aerial photography, adhering to the applicable ASPRS, NSSDA and FGDC accuracy standards for orthoimagery.
d. Professional Technical Services – Hydraulic Engineering: Services for data analysis, studies, alternative analysis, and design work for river engineering projects, possibly including but is not limited to the following types of activities:
i. Analysis of hydrographic data and hydrology data, including development of computer models for hydraulic, hydrologic or sediment transport studies.
ii. Preparation of Geomorphic Assessment Reports for project areas.
iii. Preparation of preliminary and final designs, drawings, technical specifications, and cost estimates for project work. Typical project features including structural and non-structural river features such as: bank stabilization structures; flow deflection structures; fish passage and control structures; riverine, wetlands, and terrestrial habitat improvement features.
e. Professional Technical Services – General Engineering: General engineering services for data collection and design activities for the following types of projects:
i. Potable Water System Modeling.
ii. Water conveyance structures including canals, pipelines, and diversion works.
iii. Roads, levees, and other geotechnical features.
iv. Small structures including culverts, turnouts, and weirs.
v. Water wells and piezometers.
vi. Aquifer testing – single well or pumping well, observation wells, and analysis for aquifer parameters including: hydraulic conductivity, transmissivity, and storage coefficients.
vii. Groundwater level elevation contour maps.
viii. Mechanical and electrical features.
ix. Preparation of Alternative Analysis Reports and preferred alternative recommendations.
x. Preparation of final construction reports and as-built construction drawings.
f. Technician Services: Work not requiring professional level knowledge and skills, including reduction and tabulation of raw data from field notes, plotting cross sections or other data, and preparation of technical reports not requiring professional expertise. Also included is computer aided drafting work for preparation of preliminary, construction or as-built drawings, or Geographic Information System (GIS) maps.
g. Cataloguing and Data Entry Services: Cataloguing of existing reports and other documents for entry into an electronic library.
h. Computer Programming Services: Data file conversion and development of computer programs to allow interface of independent software programs for hydraulic modeling or other applications.
i. Laboratory Services: Laboratory processing of water, sediment, or bed material samples.
j. Environmental Services: Performance of environmental investigations and studies; completion of environmental compliance documents and permit applications; and performance of environmental monitoring prior to, during, and after project construction.
2. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.
3. Capacity to accomplish the work in the required time.
a. Ability of the Offeror to provide sufficient staff resources and good management practices to ensure successful completion of work performed under the contract.
4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
a. Qualifications of the Offeror based on past performance on Government contracts or private industry contracts. Quality of past performance will be based on reported success on relevant projects in subcategories listed below, with emphasis placed on projects under the management of Key Personnel.
Subcategories:
• General quality of work, accuracy of data collected.
• Professional presentation.
• Professional integrity and diligence evident in quality of work.
• Effective working relationships and maintaining client’s interest always in dealings with contract representatives.
• Completion of work on schedule.
5. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
a. Offeror’s ability to independently arrange access to work sites and ability to maintain good relationships with landowners including Pueblos, private citizens, and other agencies. Offeror should have experience in arranging access, and demonstrate a knowledge of the cultures and entities local to the Middle Rio Grande and Upper Colorado Region.
6. Acceptability under other appropriate evaluation criteria.
a. Knowledge and experience of staff that will be performing work under this contract, including subcontractors. Emphasis will be placed on Key Personnel project experience involving river and water conveyance systems similar in size and nature to the Middle Rio Grande and Upper Colorado Region, in the subcategories listed below, in descending order of importance:
Subcategories:
• Collection of hydrographic data including topography, bathymetry, sediment samples, water and sediment discharge, groundwater elevations, and aquifer parameters.
• Preparation of geomorphic analyses and assessments.
• Development of innovative solutions to water resources and hydraulic engineering problems (e.g. river restoration, river rehabilitation, river maintenance, and flood control), and preparation of designs and construction drawings for water resources and hydraulic engineering projects.
4. SUBMISSION REQUIREMENTS: The 7/2021 version of the SF 330 MUST be used, and may be obtained from the U.S. General Services Administration website:

Firms submitting their qualifications should provide ONLY 1 copy and must include the following additional information as indicated: a) Part I, block c (11): include if previously worked with subcontractor and estimated percentage involvement for each team member; b) Part I, block F (24): include separate values for professional fee and construction for each project identified; and c) Part I, block H (30): address how your team meets each evaluation criterion. Include an organization chart of the key personnel to be assigned to this project. Also include in Part I, block H a description of the firm's overall Design Quality Management Plan. Parts I and II of the SF 330 must be submitted.
