About this file
This document is an email exchange between employees of the Mississippi Department of Archives and History (MDAH) and the Department of Finance and Administration (DFA) discussing the procurement process for an exhibit design and build Request for Qualifications (RFQ) for the Natchez Tribal History Center. The RFQ pertains to designing and building exhibits at the Natchez site, with recent procurement law changes allowing MDAH to publish the RFQ without submitting a Petition for Relief from Competitive Sealed Bidding. The email correspondence focuses on determining the appropriate oversight purview between OPSCR and OPTFM, with Amelia Gamble suggesting that the project will fall under OPSCR and recommending a letter under rule 12.1.2 claiming exemption for approval in the MAGIC system.
The email exchange reveals internal communication about procedural aspects of the procurement, highlighting the collaborative approach between MDAH's Finance Department and state administrative offices in navigating the procurement process. The discussion indicates that the RFQ is for a specialized museum exhibit project with specific legal and administrative considerations, demonstrating the complexity of state-level procurement for cultural and historical preservation projects. The communication suggests a streamlined approach to procuring exhibit design services, with an emphasis on leveraging recent changes in procurement laws to facilitate a more efficient acquisition process.

RE: <EXTERNAL>: Question of oversight purview on RFQ to design and build exhibits

Hey Joey, We think this is going to be OPSCR. If you have a statute that says you have to run an RFQ, you won’t have to do the petition for relief. We just need a letter under rule 12.1.2 claiming the exemption so we can approve in MAGIC.

Hi Amy and Danny, Recent changes in procurement laws allow MDAH to publish a RFQ without submitting a Petition for Relief from Competitive Sealed Bidding if it pertains to museums. We're preparing an RFQ for the design and build of exhibits at our Natchez Tribal History Center (formerly Grand Village of the Natchez Indians) site in Natchez, MS. I've attached a preliminary RFQ document for reference. My question now is whose area of purview would this fall, OPSCR or OPTFM?
Thanks, Joey Roberts
