About this file
The document is an Evaluation Committee Report from the Mississippi Department of Archives and History (MDAH) for a Request for Qualifications (RFQ) for the Natchez Tribal History Center (NTHC) exhibit design and build project. The RFQ solicited vendors to research, design, fabricate, and install exhibits across 4,420 square feet of exhibition space, with a comprehensive design/build approach including content research, image research, copyright permissions, exhibit design, A/V development, scriptwriting, label development, lighting, fabrication, and installation. Twenty vendors submitted responses, with the top three (Creo Industrial Arts LLC, Formations Inc., and Kubik Maltbie, Inc.) advancing to interviews. The evaluation process used a 100-point scoring system with 40 points for technical factors, 25 points for cost, 20 points for management factors, and 15 points for interviews. The contract is scheduled to begin August 15, 2025, and end December 31, 2028.
MDAH intends to award the contract to Creo Industrial Arts LLC at a proposed price of $3,000,000.00, subject to successful negotiations and final approval by the Public Procurement Review Board. Creo Industrial Arts LLC achieved the highest cumulative score of 406.38 points after the interview phase, ranking first among the top three vendors. The procurement does not specify set-aside designations or disadvantaged enterprise requirements. The project's primary objective is to preserve and present the history of the Natchez Indians and the Grand Village of the Natchez Indians site, which is a National Historic Landmark. The successful contractor will be required to collaborate closely with MDAH staff, Tribal partners, and advisors to develop a comprehensive educational narrative about the Natchez people and their historical site.
