Pre-Proposal Design Meeting Summary for Veterans Memorial Boulevard Phase II
This document is a presentation from the Transportation Engineering Division of Collier County, Florida's Department of Transportation, detailing the pre-proposal design meeting for Veterans Memorial Boulevard Phase II (RPS Solicitation 26-8668). The project involves design services for a 1.23-mile roadway extension in Naples, Florida, connecting Livingston Road to U.S. 41 (Tamiami Trail). The project is divided into two phases: Phase 2A (approximately 0.5 miles from Aubrey Rogers High School to Railroad Property), which is being developed by Pulte Homes under an Imperial Lakes Developer Agreement with design underway and construction scheduled to start in 2027; and Phase 2B (approximately 0.8 miles from the Railroad Property to U.S. 41), which requires County-contracted design and permitting services. The pre-proposal meeting was conducted to discuss project scope, updated project limits, and permitting requirements. Proposals for design services are due August 7, 2026 at 3:00 p.m., with a pre-proposal conference scheduled for July 17, 2026 at 1:30 p.m. The anticipated design phase duration is 550 calendar days from Notice to Proceed, with a total contract schedule of 1,490 calendar days.
Phase 2B permitting is currently being obtained by County consultant Kimley-Horn and includes Environmental Resource Permit (ERP) applications to the South Florida Water Management District and Army Corps of Engineers for the entire project limits. Additional permit modifications are required for the Mercedes Benz site and Triangle Parcel, along with mitigation for Conservation Easement impacts requiring an alternative mitigation site. An Intersection Control Evaluation is being performed by Collier County at the U.S. 41/VMB intersection, with an interim emergency signal planned at North Collier Fire Station #49. The project schedule shows permitting running from July 2026 through July 2027, with the procurement phase from July 2026 through March 2027, and the combined design, permitting, and construction phase from April 2027 through November 2030. Evaluation criteria for proposals include Ability of Professional Personnel (20 points), Certified Woman/Minority Business Enterprise status (5 points), Past Performance (25 points), Project Approach and Willingness to Meet Time and Budget Requirements (20 points), Location (10 points), and Recent, Current, and Projected Workloads (20 points).
